Job description

Overview:

When Congress asks, the Government Accountability Office inquires, or the press calls, you make sure the Department of Homeland Security answers clearly, accurately, and on time. FWI is hiring a Senior Communications & Outreach Specialist  real-world, hands-on congressional and oversight response experience to lead its Executive Correspondence Support Services team for the Department of Homeland Security's (DHS) Office of Procurement Operations (OPO). You will run the program that drafts, refines, and delivers high-profile communications to congressional committees, Members of Congress, the Government Accountability Office (GAO), and other federal oversight bodies and stakeholders. You will be the Government's main point of contact. Your job is to keep every response consistent, strategically aligned, and error-free, and to keep this 7-person team running on schedule from kickoff through closeout.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8:30AM ET to 5:00PM ET.

Pay: $111,055.89 - $121,963.20 depending on experience, education, and clearance level. 

Responsibilities:
  • Lead program startup: Manage the day-to-day, week-to-week, and month-to-month activity.
  • Steer the project: Implement the technical approach, work plan, and schedule.
  • Oversee executive correspondence: Direct the drafting and editing of letters, emails, memos, and briefing materials for OPO Executive leadership. These include responses to congressional, GAO, media, and stakeholder inquiries.
  • Triage and prioritize: Make sure incoming correspondence is reviewed and urgent matters reach OPO Executives right away.
  • Build the operating framework: Establish standard operating procedures (SOPs) and tracking mechanisms that keep responses on time.
  • Own quality assurance: Enforce Departmental guidelines across all channels. Ensure every deliverable is fact-checked and proofread to meet the zero-grammatical-error, absolute-accuracy standard.
  • Manage the deliverables and schedules: Weekly correspondence logs, monthly performance reports, a correspondence template library within 60 days, and any Correspondence, memoranda, and briefing materials ready within 2 business days of request.
  • Ensure accessibility: Make sure all deliverables conform to Section 508.
Qualifications:

Required: 

  • Bachelor's degree
  • Four (4) years' experience, including managing federal communications, correspondence, or comparable programs
  • Expert-level writing, editing, and proofreading skills, with command of executive and formal federal correspondence
  • Ability to design SOPs, tracking systems, and template libraries
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Adobe PDF
  • Ability to obtain and keep a favorable DHS background suitability determination (Public Trust).
  • U.S. citizenship

Desired: 

  • Prior support to DHS or another federal procurement or acquisition office
  • Project management experience
  • Experience preparing materials for congressional, GAO, or other oversight inquiries

Pay Range:
