Job Description

The Program Manager, Chemicals and Recycling Compliance coordinates Mazda's U.S. compliance activities related to chemicals management, battery recycling, and other extended producer responsibility requirements. This role monitors federal and state legislative and regulatory developments, evaluates business applicability and impact, and translates requirements into clear actionable guidance for affected functions.

The position leads regulatory reporting activities and engagement with agencies, while partnering with Mazda Corporation Japan (MC), Mazda North American Operations (MNAO) departments, manufacturing operations, suppliers, and industry associations to support implementation and ongoing compliance. This role establishes sustainable processes, governance practices, and recordkeeping standards to help MNAO meet evolving regulatory requirements and mitigate compliance risk.

In addition, this role supports broader resources circulation and sustainability initiatives by aligning regulatory requirements with product development, supply chain, and business planning activities to advance long-term environmental compliance and sustainability objectives.Major Responsibilities
  • (35%) Regulatory Monitoring, Analysis and Internal Guidance
    • Monitor and analyze federal and state laws, regulations, proposed legislation, regulatory guidance, and reporting requirements related to chemicals, substances of concern, per- and polyfluoroalkyl substances (PFAS), refrigerants, plastics, batteries, recycling, and extended producer responsibility programs.
    • Assess regulatory applicability, timelines , compliance risks, and potential business impacts across MC and MNAO operations, products, and supply chain activities.
    • Interpret complex regulatory requirements and translate them into clear, actionable guidance for business stakeholders.
    • Communicate regulatory developments, risks, and compliance obligations across relevant MNAO and MC, ensuring alignment across affected departments.
    • Partner with cross-functional teams to support implementation activities and address compliance-related issues.
    • Monitor emerging regulatory and industry trends to proactively identify future compliance obligations, risks, and opportunities.
  • (30%) Compliance Reporting and Agency Coordination
    • Coordinate the preparation, review, and timely submission of required regulatory reports, registrations, notifications, and supporting documentation.
    • Serve as the primary liaison with federal and state regulatory agencies, coordinating inquiries, information requests, submission, and regulatory communications (e.g. U.S. Environmental Protection Agency).
    • Develop and maintain compliance processes, reporting calendars, internal controls, and record-retention practices to support ongoing regulatory obligations.
    • Support audits, inspections, and compliance reviews by maintaining accurate records and coordinating responses to regulatory requests.
  • (20%) Cross-Functional Implementation and Supply-Chain Coordination
    • Coordinate regulatory compliance requirements and data collection across MNAO departments, MC, manufacturing operations, legal, engineering, purchasing, accessories, and U.S.-based suppliers.
    • Partner with stakeholders to assess impacts and implement regulatory requirements affecting products, materials, batteries, packaging, service parts, and related business processes.
    • Support battery lifecycle, recycling, circularity, and supply-chain initiatives by aligning regulatory requirements with technical and operational stakeholders.
  • (15%) Industry Engagement and Broad Initiatives
    • Participate in relevant industry association working groups to monitor emerging regulatory developments, share insights, and identify best practices.
    • Represent Mazda interests in industry discussions by coordinating internal reviews, consolidating stakeholder feedback, and supporting the development of industry comments, position statements, and regulatory responses.
    • Support Mazda’s resource circularity, recycling, and sustainability objectives through compliance and regulatory initiatives.

Work Experience

  • 5+ years Relevant experience in chemicals, environmental, product stewardship, regulatory compliance, battery lifecycle, recycling, or a related technical field required
  • 5+ years Experience engaging government agencies, trade associations, legislative or regulatory processes, or automotive/manufacturing supply chains, coordinating cross-functional projects, regulatory reporting, or compliance implementation preferred
  • 5+ years Microsoft 365 data analysis, presentation, and document-management skills required


Education

  • Bachelor of Science (BS) Chemistry Preferred
  • Bachelor of Science (BS) Environmental Science Preferred
  • Bachelor of Science (BS) Chemical Engineering Preferred
  • An equivalent mix of education, training, and/or work experience may be considered in place of a degree Required


Knowledge, Skills, Abilities

  • Knowledge of U.S. federal and state chemicals, environmental, battery recycling, and producer-responsibility frameworks preferred (Developing-Intermediate)
  • Regulatory analysis, technical writing, and compliance documentation skills required (Intermediate-Advanced)
  • Project planning, prioritization, and issue-tracking skills required (Intermediate-Advanced)
  • Ability to collaborate and coordinate across functions, regions, suppliers, agencies, and industry groups required (Intermediate-Advanced)
  • Microsoft 365 data analysis, presentation, and document-management skills required (Intermediate-Advanced)

Pay Range

$95,500.00 - $145,675.00

Salary to be determined by education, experience, knowledge, skills and abilities of the applicant, internal equity, and alignment with market data.
