Overview:
Planned Systems International (PSI) is seeking a Senior Project Manager to support the Department of Veterans Affairs (VA) Independent Enterprise Testing Support Services (IETSS) contract. IETSS provides independent testing, IV&V, and quality assurance services supporting the Electronic Health Record Modernization (EHRM) program and other critical VA modernization initiatives.
This role will lead the Testing Logistics Services (TLS) project management function, overseeing a team of Project Managers supporting testing engagements across a diverse portfolio of VA initiatives.
We are seeking a strategic, hands-on leader who can drive consistent project delivery and optimize resources across the portfolio. This role aligns project management support with customer priorities, project complexity, delivery risk, and team capacity.
The successful candidate will partner with program leadership and government stakeholders to improve portfolio performance, provide actionable insights, and develop a high-performing team of Project Managers. They will foster accountability, operational ownership, and the successful delivery of testing and quality assurance services.
Essential Functions and Job Responsibilities:
Portfolio Strategy and Resource Alignment
- Lead portfolio planning and resource allocation across Testing Logistics Services (TLS), ensuring project management support is aligned with project complexity, risk, workload, stakeholder requirements, and team strengths.
- Maintain visibility into project demand, capacity, dependencies, and competing priorities, making recommendations to program leadership on staffing, assignments, and resource optimization.
- Identify opportunities for earlier project manager engagement to improve planning, risk management, and delivery outcomes.
Team Leadership and Capability Development
- Provide direct leadership, performance management, coaching, and career development for a team of Project Managers.
- Develop project management capabilities through mentoring, coaching, and knowledge sharing.
- Foster accountability, sound judgment, and execution excellence across the team.
Delivery Governance and Continuous Improvement
- Establish and maintain scalable project management standards, tools, templates, and governance practices that support consistent execution across the portfolio.
- Monitor project health, risks, issues, dependencies, and milestones, intervening early to address challenges and recommending actionable solutions to leadership.
- Partner with testing leads and functional managers to align project schedules, testing activities, resource availability, and readiness criteria.
- Deliver portfolio-level reporting and insights to support decision-making and improve operational efficiency.
Customer and Leadership Partnership
- Build trusted relationships with VA stakeholders, program leadership, and cross-functional teams to align priorities and delivery objectives.
- Facilitate resolution of cross-project dependencies, conflicts, and resource challenges within established governance frameworks.
- Leverage lessons learned, performance metrics, and stakeholder feedback to improve project management practices and delivery performance.
Minimum Requirements:
- Bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered.
- Minimum 8 years of progressive project, program, or portfolio management experience, including 5+ years leading Project Managers, PMOs, or comparable delivery teams.
- Demonstrated success building, leading, and developing high-performing project management teams.
- Proven experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives.
- Experience establishing project management standards, governance practices, performance measures, and reporting frameworks that improve delivery consistency and transparency.
- Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills, with the ability to translate complex or incomplete information into actionable recommendations.
- Demonstrated ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints.
- Working knowledge of predictive, Agile, and hybrid delivery methodologies, with the ability to apply the appropriate approach based on project needs.
- Exceptional verbal and written communication skills, including experience presenting portfolio status, risks, trends, and recommendations to senior leadership and government stakeholders.
- Advanced proficiency with Microsoft 365 applications, including:
- Microsoft Excel (data analysis, reporting, dashboards, and metrics)
- Ability to work effectively in a hybrid environment with the potential for limited telework.
- U.S. Citizenship is required.
- Selected candidates must successfully complete a Government background investigation, including detailed security forms and fingerprinting.
- Project Management Professional (PMP) certification.
Preferred Qualifications
- Experience leading PMO, portfolio management, or project management functions within a federal government environment.
- Experience supporting Department of Veterans Affairs (VA), Electronic Health Record Modernization (EHRM), testing, IV&V, quality assurance, or large-scale technology modernization programs.
- Experience with project portfolio management, resource management, and reporting tools such as Microsoft Project, Power BI, Jira, or similar platforms.
- Familiarity with federal IT governance, risk management, and delivery oversight practices.
Desired Qualifications:
- Experience supporting Electronic Health Record Modernization (EHRM), healthcare IT, or large-scale technology modernization initiatives.
- Familiarity with VA organizational structures, governance processes, and acquisition practices.
- ITIL, Agile, Certified Scrum Master (CSM), or related professional certifications.
- Experience leading PMO operations, portfolio management functions, testing programs, or enterprise technology deployments.
- Experience developing executive dashboards, portfolio metrics, KPIs, and operational reporting.
- Ability to translate strategic objectives into measurable outcomes.
- Demonstrated success influencing stakeholders and driving alignment across matrixed organizations.
- Experience working in fast-paced, high-visibility environments with competing priorities and diverse stakeholder groups.
- Ability to travel as needed to support program and customer requirements.
