Projected Hiring Range:  $92,558.61- $120,326.20 DOE

Primary Purpose of Position:  

The RHTP Systems Cloud Platform Engineer will be responsible for the design, provisioning, configuration, operation, security, monitoring, and ongoing support of cloud infrastructure supporting the North Carolina Rural Health Transformation Program (RHTP) Region 3 environment.

The position will primarily support Microsoft Azure and related cloud platforms, including infrastructure supporting Microsoft Fabric, Power Platform, application integration, data services, identity, networking, monitoring, security, and business continuity/disaster recovery.

The engineer will work closely with enterprise architecture, information security, application development, data and analytics teams, Microsoft, IBM, and other technology partners to ensure RHTP solutions are secure, scalable, supportable, and aligned with Vaya Partners technology standards.

A key responsibility of this position will be participating in the implementation of the RHTP technology platform and knowledge transfer from implementation partners to Vaya Partners, establishing the internal technical capabilities necessary to operate and support the environment after implementation.

The position will ensure RHTP cloud infrastructure, configurations, documentation, operational procedures, and change-management practices comply with organizational security, privacy, data-governance, and technology standards.

Note: This position requires access to and use of confidential healthcare information or protected health information (PHI) as described in laws addressing patient confidentiality, including, but not limited to, the federal HIPAA law, the Confidentiality of Alcohol and Substance Abuse Patient Records law, 42 CFR Part 2, and various state laws. As such, the individual filling this position shall be required to be trained regarding such laws and shall be required to observe those laws in his/her capacity as an employee of Vaya Partners. The individual filling this position shall also sign a confidentiality statement as an employee of Vaya Partners.

Role and Responsibilities:  

Cloud Platform Operations & Support 40%

  • Provision, configure, administer, monitor, and maintain Microsoft Azure infrastructure supporting the RHTP environment.
  • Support Azure subscriptions, resource groups, networking, private endpoints, DNS, storage, Key Vault, monitoring, logging, application hosting, integration services, and other RHTP cloud resources.
  • Support infrastructure dependencies for Microsoft Fabric, Power Platform, Azure DevOps, application services, and data integration workloads.
  • Monitor platform health, availability, performance, capacity, security, and cost and proactively identify operational issues.
  • Troubleshoot and resolve Tier 3 incidents involving RHTP cloud infrastructure and platform services.
  • Coordinate and execute approved maintenance and production changes.
  • Participate in incident response, problem management, disaster recovery, and business continuity activities.
  • Maintain accurate infrastructure configurations, operational documentation, diagrams, inventories, and support procedures.

Cloud Engineering, Security & Governance — 30%

  • Design and implement secure, scalable, highly available Azure infrastructure in collaboration with Enterprise
  • Architecture, Information Security, development, and data teams.
  • Implement organizational standards for Azure landing zones, resource naming, tagging, Azure Policy, RBAC, privileged access, network segmentation, logging, monitoring, and cost management.
  • Implement and maintain secure connectivity between Azure, Microsoft Fabric, Power Platform, external systems, and approved partner environments.
  • Support Microsoft Entra ID integration, managed identities, workload identities, service principals, certificates, secrets, and privileged-access controls.
  • Implement infrastructure-as-code and automated deployment practices where appropriate.
     Support CI/CD and Azure DevOps infrastructure and deployment processes.
  • Implement monitoring and security telemetry using Azure Monitor, Log Analytics, Application Insights, Microsoft Defender and related enterprise security platforms.
  • Participate in architecture, security, vulnerability, configuration, and operational-readiness reviews.
  • Support backup, recovery, resiliency, and disaster-recovery capabilities based on approved RTO/RPO requirements.
  • Assist with cloud capacity planning, consumption monitoring, optimization, reservations, and cost forecasting.

Projects 25%

  • Effectively manage time and priorities. 
  • Participate directly with implementation partners during the design and implementation of the RHTP technology platform.
  • Perform hands-on implementation alongside implementation partners to develop internal operational knowledge of the RHTP environment.
  • Review vendor-developed infrastructure configurations, deployment processes, documentation, architecture, and operational procedures before transition to production support.
  • Ensure infrastructure delivered by implementation partners conforms to Vaya Partners architecture, security, operational, and support standards.
  • Identify operational gaps, technical debt, support dependencies, and risks prior to production transition.
  • Develop runbooks, support procedures, monitoring requirements, recovery procedures, and technical documentation required for ongoing operations.
  • Participate in design reviews, implementation planning, testing, production-readiness reviews, and deployment activities.
  • Deliver assigned projects on schedule and proactively communicate risks, dependencies, resource constraints, and technical issues to project and ISD leadership.
  • Provide technical recommendations and designs that support RHTP business and technology objectives.

  • Ability to multitask and perform a multitude of administrative and engineering tasks at one time unsupervised. Effectively collaborate in a team environment or work independently as needed.
  • Provide mentorship to others and perform knowledge transfer as required. 
  • Maintain awareness of advances in information technology and developments in cyber security realms. 
  • Ability to communicate effectively both orally and in writing. 
  • Strong work ethic is required.

Education/Experience Required: High School graduate or equivalent and Minimum of five (5) years experience in some combination of Azure Cloud System/Server Engineering or Network Infrastructure. 

Must have ability to physically come into the office as needed.

Education/Experience Preferred: Bachelor's degree in Computer Science or related field preferred.
