Role Overview

  • Design and develop databases, schemas, PL/SQL, SQL*Plus, and scripts.
  • Support Agile modernization of legacy systems, including Oracle SDO/Esri → PostgreSQL/PostGIS migrations.
  • Work independently with strong analytical and problem‑solving skills.
  • Develop, implement, and test software on a modernized technology stack.

Key Responsibilities

  • Translate requirements with product owners, analysts, and design leads.
  • Create tables, views, procedures, and scripts for web application support.
  • Write and optimize complex SQL queries to support application
  • Participate in Agile development processes and ability to adapt to changing requirements
  • Lead on‑premise → cloud database migration efforts.
  • Establish scalable enterprise database architecture and standards.
  • Implement EA principles for cost reduction, security, and performance improvements.
  • Serve as technical lead across multiple projects; define architecture and quality procedures.
  • Advise clients on secure, scalable database architecture.
  • Collaborate with management across multiple departments and functional areas.

Core Competencies

Architecture & Modeling

  • Logical/physical/conceptual data modeling; ERWin/Lucidchart/Visio use.
  • Schema design for OLTP/reporting workloads; enforcement of DB standards.

PostgreSQL & PostGIS

  • PL/pgSQL scripting; indexing/partitioning; vacuum/maintenance tuning.
  • Spatial data modeling, transformation, optimization.

Oracle & PL/SQL

  • Advanced PL/SQL (packages, triggers, procedures).
  • Bulk operations, tuning, SDO spatial experience; complex hierarchical queries.

Cloud & Infrastructure

  • Cloud‑ready DB designs (AWS/Azure/OCI).
  • HA/DR strategies, IAM/security models, cloud migration tooling (AWS DMS, ETL pipelines).

ETL & Data Migration

  • ETL tools (ODI, SSIS, Informatica); custom migration scripts.
  • Data validation, reconciliation, cutover/rollback planning.

DevOps / CI/CD

  • Automated DB deployments (Liquibase, Flyway, Jenkins, GitLab CI).
  • Version control for DB artifacts; automated unit testing.

Performance & Monitoring

  • SQL optimization, plan analysis; Splunk/CloudWatch/Oracle monitoring.
  • Troubleshooting large‑scale performance bottlenecks.

Leadership

  • Mentor developers; lead Agile technical decision‑making.
  • Define coding standards, architecture reviews, and best practices.

Soft Skills

  • Strong communication, stakeholder alignment, analytical thinking.
  • Ability to make independent architecture decisions across projects.

Qualifications

  • 7+ years Oracle development (tables, views, procedures, scripts).
  • 5+ years SQL/PLSQL; Oracle 19 experience.
  • PL/SQL unit testing experience.
  • PostgreSQL experience.
  • Enterprise‑wide application development.
  • Strong communication with management and development teams.

Education/Certification Requirements:

  • A BS degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution fulfills the educational requirement . 
    Note: The U.S. Department of Education Database of Accredited Postsecondary Institutions and Programs located at https://amspub.abet.org/aps/name-search?searchType=institution identifies accredited postsecondary institutions. In Lieu of education requirement listed, candidate must have the required certification or will obtain required certification within 6 months of the start date. Certification requirement(s) for this role is AN IASAE II certification (CASP+CE, CLSSP associate) or CSSLP. 

Citizenship & Clearance Requirements:

  • Ability to attain Federal Government Position of Trust. Ability to obtain a public trust clearance. 
  • Must be a U.S. citizen
  • Must pass a background investigation

Target Salary Range

Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual’s combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $157,500.00 – $225,000.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy’s total compensation package for employees.
