The Opportunity:

CACI is seeking an Oracle Fusion Cloud HCM Functional Consultant with extensive federal Human Capital Management experience to provide functional design leadership on a large‑scale HCM modernization program for a federal civilian agency. The program is migrating legacy HR systems to Oracle Fusion Cloud HCM.

This role offers the opportunity to shape the functional solution for an enterprise SaaS ERP implementation in an Agile delivery environment, supporting HR service delivery across the federal workforce. You will serve as the functional design authority for one or more Oracle Fusion HCM domains, act as a subject matter expert on federal HR policy, and lead design activities across multiple integrated modules.


Responsibilities:

  • Serve as functional design authority for one or more Oracle Fusion HCM domains, owning design decisions from requirements through go‑live.

  • Lead requirements and design workshops with agency HR leaders and subject matter experts; drive consensus where stakeholders diverge.

  • Own fit‑gap analysis and disposition decisions—determining whether needs are met via configuration, extension, integration, or business process changes—and present recommendations to government stakeholders.

  • Interpret federal HR policy (Title 5, Title 38, GPPA, OPM regulations) and act as the escalation point for policy questions impacting system design.

  • Establish configuration standards and design patterns; review and approve configuration delivered by other consultants.

  • Direct the design of federal benefits programs including FEHB, FEDVIP, FERS, CSRS, TSP, and FEGLI.

  • Direct the design of federal pay structures including GS, SES, Wage Grade, Title 38 pay plans, locality pay, and special salary rates.

  • Direct absence and time design including leave accruals, FMLA, military leave, compensatory time, credit hours, AWS, premium pay, and FLSA determinations.

  • Own personnel action processing design including position management, actions and reasons, Nature of Action codes, and SF‑50/SF‑52 workflows.

  • Define Oracle Application Security architecture including Job, Data, and Duty roles; privileges; data security profiles; and segregation‑of‑duties requirements.

  • Own data conversion strategy including mapping standards, sequencing, validation criteria, user acceptance thresholds, and defect adjudication.

  • Define functional integration requirements for federal systems (EHRI, eOPF, USA Staffing, payroll providers, benefits carriers); resolve design conflicts with technical architects.

  • Approve testing strategy and coverage within your domain; support UAT, parallel payroll validation, and formal test exit activities.

  • Assess quarterly Oracle SaaS release updates for impacts and recommend adoption, deferral, or remediation.

  • Present design decisions, risks, and solution recommendations to government stakeholders, CCBs, and program leadership.

  • Own functional readiness for your domain including cutover planning, Go/No‑Go evidence, post‑go‑live validation, and hypercare resolution.

  • Provide mentoring, technical direction, and deliverable review for functional consultants.

  • Lead Agile ceremonies including PI Planning, backlog refinement, and sprint reviews; influence release scope and sequencing.



Qualifications:

Required: 

  • Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance.

  • Bachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).

  • Experience completing multiple end‑to‑end HCM lifecycle implementations within U.S. federal agencies, including at least one serving in a design‑leading capacity.

  • 7+ years of hands‑on functional configuration and design experience with enterprise HCM applications. Oracle Fusion Cloud HCM preferred; Workday, SAP SuccessFactors, PeopleSoft, DCPDS, or Oracle EBS HR considered with demonstrated Fusion transition capability.

  • Recognized functional depth across multiple HCM domains: Core HCM, Federal HR, Benefits, Compensation, Absence, Time and Labor, Learning.

  • Authoritative knowledge of federal HR regulations and policies, including Title 5 and Title 38 pay authorities, personnel action processing, and federal benefits administration.

  • Experience owning and defending functional design decisions to government stakeholders and review boards.

  • Experience across requirements analysis, data migration, testing, training, deployment readiness, and post‑production support.

  • Demonstrated ability to mentor and guide functional consultants.

  • Strong analytical skills with ability to translate complex policy requirements into enterprise system design.

  • Strong written and verbal communication skills including experience briefing senior federal officials.


Desired:

  • Extensive hands‑on Oracle Fusion Cloud HCM configuration experience.

  • Oracle HCM Cloud certification in one or more functional domains.

  • Deep experience with major federal HR programs (FEHB, FEDVIP, FERS, CSRS, TSP, FEGLI) and federal pay systems (GS, SES, Wage Grade).

  • Extensive experience with SF‑50 processing, Nature of Action coding, GPPA requirements, and OPM reporting.

  • Experience with federal HR legacy systems (DCPDS, EmpowHR) as migration sources.

  • Proficiency with Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Fast Formula, Security Console.

  • Experience defining enterprise‑scale Oracle Fusion security role architectures.

  • Experience managing quarterly SaaS update strategies across large configured deployments.

  • Advanced Agile certification (SAFe Agilist, SAFe Architect, etc.).

  • Prior experience supporting federal civilian or DoD HCM modernization programs.

  • Active Secret clearance or higher.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$105,100-$231,100
