The Opportunity:

Join CACI as a Principal Consultant (HCM Analytics & BI Developer) and play a pivotal role in one of the largest federal Human Capital Management modernization initiatives in the country. This enterprise-wide program will implement Oracle Fusion Cloud HCM as the unified workforce platform supporting civilian employees across multiple federal agencies.

In this high-impact role, you will architect and deliver the analytics ecosystem that informs federal HR leaders, agency executives, and government decision-makers. You will build real-time workforce dashboards, compliance reporting solutions, predictive analytics models, and enterprise data visualizations that shape human capital strategies across the federal landscape.

You will work independently on complex technical and functional assignments, drive reporting innovations, and serve as a trusted expert within the program. This role offers long-term project stability, exceptional technical breadth, and the chance to make a measurable difference in government workforce modernization.

This is a primarily remote role with up to 10% travel.


Responsibilities:

  • Design and develop Oracle OTBI dashboards delivering real-time workforce metrics including headcount, hiring pipelines, turnover trends, vacancy rates, and demographic insights across multiple federal agencies

  • Build Oracle BI Publisher (BIP) reports and templates for structured submissions such as EHRI, GHRR, SF-113, and agency-driven HR compliance requirements

  • Create advanced Oracle Analytics Cloud (OAC) dashboards with predictive modeling, trend analysis, and executive-level insights across agencies

  • Configure and optimize HCM Extract processes for bulk data extraction and downstream analytics workflows

  • Develop interactive org chart visualizations and workforce exploration tools enabling HR specialists and managers to easily navigate federal organizational hierarchies

  • Deliver ad hoc reporting capabilities and self-service analytics for agency HR teams

  • Build reporting solutions supporting government-wide mandates such as EEO/MD-715, FEVS analytics, DEIA reporting, and human capital accountability standards

  • Ensure all analytics outputs meet Section 508 / WCAG 2.1 AA accessibility requirements

  • Develop semantic layers and governed data models that ensure consistent definitions of workforce metrics and KPIs

  • Translate human capital analytics requirements into detailed technical specifications, wireframes, and reporting architecture

  • Support agency onboarding by developing agency-specific reporting templates, migrating historical data, and delivering analytics training

  • Operate with significant independence, solving complex technical challenges and mentoring junior team members

  • Lead small technical workstreams, conduct deliverable reviews, and guide best practices across Oracle Fusion Cloud HCM


Qualifications:

Required: 

  • Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required)

  • Bachelor’s degree and 7 years of relevant experience (additional experience may substitute for degree)

  • 7+ years of experience in business intelligence, analytics, or enterprise reporting

  • 5+ years of hands-on experience with Oracle OTBI, Oracle BI Publisher, or similar enterprise BI tools (Power BI, Tableau, SAP BO)

  • Strong SQL proficiency with experience writing analytical queries against large-scale HR/HCM datasets

  • Experience building interactive dashboards with drill-downs, parameters, and dynamic visualizations

  • Knowledge of core HR/workforce analytics topics such as headcount, attrition, time-to-fill, workforce planning, and span of control

  • Experience developing accessible analytics meeting Section 508 / WCAG standards

  • Familiarity with Agile/SAFe development practices

Desired:

  • 8+ years of BI development, ideally with Oracle Fusion HCM

  • Certifications in Oracle Analytics Cloud or BI Publisher

  • Experience with federal HR analytics, including EHRI, GHRR, or federal accountability reporting

  • Deep understanding of Oracle Fusion HCM subject areas and data models

  • Experience with predictive analytics tools such as R, Python, or OAC machine learning

  • Knowledge of federal human capital frameworks, FEVS analytics, and DEIA workforce reporting

  • Experience developing HCM Extract solutions for enterprise data warehousing

  • Familiarity with Oracle Cloud technologies like OIC or OCI within HCM/ERP environments

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$90,300-$189,600
