The Director of Benefits Compliance provides complex, senior-level legal and regulatory compliance support and guidance for the benefit of clients and colleagues. This role will have primary responsibility for supporting the West region and will serve as a key subject matter resource on federal and state health and welfare compliance matters, with particular expertise in California-specific requirements.

PRIMARY RESPONSIBILITIES:

  • Coordinate with other compliance team members on the National Compliance Team throughout the country to complete large-scale projects and support day-to-day workflow and project operations.

  • Provide mentoring and guidance to junior compliance team members, including support with project management, drafting, research, public speaking and professional development, as well as interpretation of legal, regulatory and industry developments.

  • Participate in the planning, drafting and delivery of timely and legally relevant client deliverables, including regulatory rule summaries, statutory interpretations, compliance alerts, presentations, educational materials and other client- and colleague-facing resources.

  • At the direction of the National Director of Compliance, proactively manage the firm's compliance-related activities and duties for the West region of the United States. Help support sales and drive growth in the West region by partnering with client experience teams and advisors on sales initiatives, prospect meetings, educational sessions and trainings. Serve as a subject matter resource for California-specific employee benefits compliance matters, including state and local requirements affecting employer-sponsored health and welfare programs, and provide practical guidance and education to West region colleagues, clients and prospects.

  • Review, digest and translate regulatory and legal developments for the benefit of clients and colleagues, with an emphasis on translating complex requirements into practical, actionable guidance.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of federal and state regulatory agencies, Congress and the executive branch, as well as the scope of legislative and regulatory rulemaking authority of each.

  • Demonstrated expertise in a wide range of health and welfare employee benefit-related laws, regulations, statutes and ordinances and the ability to assist clients and colleagues in understanding and navigating applicable compliance requirements.

  • Demonstrated knowledge and experience with California state and local laws and regulations impacting employer-sponsored health and welfare benefit programs, including the San Francisco Health Care Security Ordinance (SFHCSO), Cal-COBRA, California disability and paid family leave requirements, applicable state and local leave requirements, and other California-specific health and welfare mandates. Ability to monitor, interpret and communicate evolving California state and local requirements and their practical impact on employer benefit programs.

  • Ability to quickly and concisely review, draft, edit and explain complex legal rulemaking and litigation matters for the benefit of non-legal practitioners.

  • Ability to guide and mentor junior colleagues on all aspects of the Director's job-related duties and obligations.

  • Demonstrated leadership and project management capabilities, including the ability to take ownership of the timely and accurate development and delivery of large-scale client deliverables and colleague-facing resources.

  • Ability to effectively manage competing priorities and deadlines across a broad range of tasks affecting both clients and colleagues.

  • Ability to translate complex legal theories, judicial determinations and regulatory matters into clear, practical guidance for the benefit of clients, colleagues and prospective clients.

  • Ability to create forms, documents, alerts, checklists, presentations and graphical interpretations of current law and regulation across a range of software applications, including Microsoft Office applications.

  • Ability to triage, organize, respond to and manage a high volume of client-facing correspondence and deliverables across email, print, virtual and live training seminars, workshops and conferences, as well as individual compliance inquiries and follow-up requests.

  • Strong understanding of client service and prospecting processes and the ability to effectively support sales, finalist presentations, prospect meetings, client education and ongoing client relationship activities throughout the West region.

  • Graduate/Advanced Degree (Master, JD, Ph.D., etc.) required

  • Juris Doctor strongly preferred

  • Minimum of 10 years of relevant health and welfare employee benefits compliance experience required; significant experience advising on California-specific health and welfare compliance requirements strongly preferred.
