Clinical Operations Supervisor - Rural Health

Leidos QTC Health Services is seeking a Clinical Operations Supervisor for the Rural Health. In this role you will support day-to-day clinical and administrative operations for Leidos QTC's rural health service delivery model. This position is participant and will facilitate ensuring that Veterans and underserved rural populations receive timely, high-quality care and health services. This role partners with program leadership, clinical providers, community-based organizations, and federal agency stakeholders to report on and drive execution and efficiency in program operational excellence, regulatory compliance, and continuous improvement across geographically dispersed rural sites. The ideal candidate brings a combination of licensed clinical expertise and project management discipline, with deep sensitivity to the unique access and care coordination challenges facing rural patient populations.

Primary Responsibilities:

• Serve as on-site operational point-of-contact for rural health program sites, including mobile unit deployments and community-based clinic partnerships.
• Coordinate scheduling, staffing coverage, and logistics across geographically dispersed rural locations to ensure uninterrupted service delivery.
• Collaborate with logistics, biomed, and clinical teams to review inventory data, usage reports, and purchase histories to identify patterns such as chronic backorders, high waste due to expiration, or inconsistent par levels
• Participates in special projects that require general knowledge of healthcare and regulatory compliance
• Maintain awareness of rural-specific barriers to care — including transportation, broadband limitations, provider shortages, and cultural factors — and propose practical mitigation strategies.

Clinical Quality & Compliance

• Ensure all clinical operations comply with applicable federal, state, and local regulations, including VA/DoD contractual requirements, CMS standards, and state medical practice acts as they apply to rural settings.
• Maintain and conduct audit and inspection readiness by tracking protocol changes, managing documentation, and coordinating with Quality Assurance on corrective action plans.
• Support credentialing, licensure verification, and privileging processes for clinical staff, with particular attention to telehealth and multi-state licensure requirements common in rural programs.

Program Improvement & Strategy

• Conduct root-cause analysis on service delivery gaps, safety events, and patient experience concerns; develop and track improvement plans to resolution.
• Analyze business and operational requirements; manage and deploy associated projects to optimize program outcomes, customer satisfaction, and long-term sustainability.
• Prepare operational reports, executive briefings, and performance dashboards for program leadership and federal agency customers.

Required Qualifications:

• Bachelor's degree in a related discipline (e.g., Life Sciences, Nursing, Public Health, Healthcare Administration) from an accredited institution and 5 years of relevant clinical research or clinical operations experience. Relevant experience may be considered in lieu of a degree.
• Active Registered Nurse or Practical Nurse license
• Graduation from a state approved and accredited nursing program accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE) required.
• Must possess a valid, current, unencumbered license to practice as a nurse by the state Board of Nursing
• Ability to apply for, and complete requirements to meet the Nurse Licensure Compact (NLC) to operate across the U.S.
• ACLS for Healthcare Provider with the American Heart Association certification required for hire
• Demonstrated experience managing operations across distributed or rural sites, including mobile health, telehealth, or community-based programs.
• Ability to travel 50-75% and hold a valid driver’s license
• Ability to lift up to 50 lbs.
• General working knowledge of federal healthcare compliance frameworks (VA/DoD contracting, HIPAA, CMS Conditions of Participation).
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and healthcare operations platforms; experienced with data reporting and dashboard tools.
• Excellent written and verbal communication skills; ability to present complex operational information to diverse audiences including federal agency partners.

Preferred Qualifications:

• Project Management Professional (PMP) certification or equivalent.
• Experience supporting VA disability examination programs or federal health services contracts.
• Experience with telehealth platform management and multi-state telehealth regulatory requirements.

• Job Location: Remote- Northern Arizona or Phoenix area. Must be located within 50 miles of a major airport 
• Travel requirements: up to 75% of the time or per business needs
