Job description

The Commissioning Project Manager II is responsible for planning, coordinating, executing, and closing out commissioning activities for assigned data center development projects. Acting as CyrusOne's owner representative, this role oversees commissioning activities throughout the project lifecycle to support successful testing, turnover, and operational readiness.
The Commissioning Project Manager II works closely with design, construction, operations, vendors, contractors, project managers, and third-party commissioning providers to ensure commissioning activities are planned, executed, documented, and completed in accordance with project requirements, design intent, operational needs, and CyrusOne standards.
This role independently manages commissioning activities for assigned projects and provides technical guidance and support to less experienced team members.

Responsibilities

Commissioning Planning & Coordination

  • Independently manage commissioning activities for assigned projects, buildings, or major project scopes.
  • Participate in design, construction, owner, vendor, and commissioning meetings to evaluate project readiness, risks, schedules, and commissioning requirements.
  • Develop, maintain, and execute commissioning plans, schedules, issue logs, testing plans, and turnover strategies.
  • Coordinate commissioning activities among contractors, vendors, project managers, operations teams, and third-party commissioning providers.
  • Identify commissioning risks, schedule impacts, and readiness concerns and proactively escalate issues requiring resolution.
  • Support continuous improvement of commissioning processes, tools, standards, and documentation practices.

Testing & Operational Readiness

  • Lead readiness planning and execution activities for Level 3, Level 4, and Integrated Systems Testing (IST).
  • Serve as the primary CyrusOne commissioning representative during critical testing events.
  • Verify testing activities are executed in accordance with approved procedures, project requirements, and operational expectations.
  • Manage issue resolution, retesting activities, and corrective actions through completion.
  • Evaluate testing results and provide recommendations regarding operational readiness and project turnover.

Owner Representative Responsibilities

  • Represent CyrusOne throughout commissioning execution and project turnover activities.
  • Manage third-party commissioning providers, contractors, and vendors to ensure compliance with project requirements, schedules, testing expectations, and documentation standards.
  • Hold project stakeholders accountable for issue resolution, testing execution, deliverable quality, and turnover readiness.
  • Identify and communicate project risks, testing concerns, documentation deficiencies, and operational readiness issues.
  • Ensure alignment among design intent, construction completion, commissioning execution, and operational requirements.

Project Reporting & Issue Management

  • Manage commissioning issue logs, deficiency tracking, action items, retesting requirements, and project closeout activities.
  • Provide regular project updates regarding commissioning progress, testing readiness, issue resolution, schedule risks, and turnover status.
  • Develop commissioning reports, executive summaries, and project status updates.
  • Support project teams in resolving issues affecting startup, testing, turnover, or operational readiness.
  • Maintain accurate commissioning records and project documentation throughout the project lifecycle.

Project Closeout & Operational Handoff

  • Own commissioning closeout activities for assigned projects.
  • Coordinate with contractors, vendors, commissioning providers, project managers, and operations teams to collect and review turnover documentation.
  • Manage completion of testing reports, substantial completion documentation, punch lists, occupancy documentation, operating manuals, warranties, as-built drawings, spare parts inventories, and final closeout requirements.
  • Ensure closeout packages are completed accurately and within established project timelines.
  • Facilitate successful transition from commissioning to operational ownership.
  • Verify turnover documentation is properly organized, stored, and made available to operations teams.

Team Support & Leadership

  • Provide guidance and support to Commissioning Project Manager I team members.
  • Share commissioning best practices, lessons learned, and technical knowledge across the commissioning team.
  • Assist with onboarding and development of newer commissioning personnel.
  • Support departmental initiatives and process improvement efforts.

Qualifications

Required Qualifications

  • 5-8 years of experience in commissioning, construction management, mission-critical facilities, facility operations, startup, testing, project management, or related technical fields.
  • Experience independently managing commissioning activities, turnover, startup, testing, or operational readiness efforts for complex facilities.
  • Working knowledge of mechanical, electrical, controls, and critical infrastructure systems.
  • Ability to read and interpret construction drawings, specifications, commissioning plans, operating sequences, test procedures, and technical documentation.
  • Experience coordinating activities among contractors, vendors, consultants, and cross-functional project teams.
  • Demonstrated ability to independently manage multiple projects, priorities, deadlines, and stakeholder expectations.
  • Strong written and verbal communication skills with the ability to communicate technical information to diverse audiences.
  • Strong organizational and documentation management skills.
  • Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.
  • Experience using Bluebeam or similar document management software.
  • Ability to travel 50 to 75%

Preferred Qualifications

  • Experience supporting commissioning activities within data centers, mission-critical facilities, healthcare, industrial, manufacturing, utility, or similarly complex environments.
  • Experience leading Level 3, Level 4, and Integrated Systems Testing (IST) activities.
  • Experience serving as an owner representative, commissioning agent, construction manager, or facility operations lead.
  • Familiarity with commissioning management software, reporting systems, and project management platforms.
  • Experience supporting substantial completion, turnover, warranty management, and operations handoff processes.
  • CAPM, PMP, CCP, CBCP, CxA, or similar industry certifications.

Education / Certifications

Required

  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, Engineering Technology, Computer Science, or a related field; or an equivalent combination of education and relevant experience.

  • Certified Commissioning Authority (CxA)
  • Certified Building Commissioning Professional (CBCP)
