Role Summary
The Senior Delivery Manager will lead the end-to-end delivery of digital services and programmes. Operating at SFIA Level 5, this role requires an experienced delivery professional capable of owning complex workstreams, managing cross-functional teams and providing assurance to senior stakeholders. The successful candidate will be expected to plan, direct and evaluate delivery activities, managing risks and dependencies across multiple concurrent workstreams in a fast-paced government environment.
Key Responsibilities
• Lead delivery of complex digital programmes and projects, ensuring alignment to government standards including the GDS Service Standard and Cabinet Office spend controls
• Own and maintain delivery plans, risk registers, issue logs and dependency maps across multiple concurrent workstreams
• Facilitate Agile ceremonies (sprint planning, standups, retrospectives, showcases) and coach teams in Agile and Lean delivery practices
• Provide delivery assurance to senior stakeholders, producing clear and accurate progress reports and escalating risks in a timely manner
• Manage relationships with senior stakeholders across BSR, MHCLG and delivery partners, acting as the primary point of contact for delivery matters
• Identify, manage and mitigate delivery risks and issues, making evidence-based decisions to keep programmes on track
• Ensure teams have the right resources, tools and environments to deliver at pace
• Drive a culture of continuous improvement, facilitating retrospectives and embedding lessons learned
• Support procurement activities including writing statements of work, assessing proposals and managing supplier performance
• Contribute to business case development and benefits realisation planning
Essential Skills & Experience
• Proven track record of delivering complex digital programmes in a UK central or local government environment
• Strong understanding of Agile delivery methodologies (Scrum, Kanban, SAFe) with hands-on experience as a Delivery Manager[3.1] or Scrum Master
• Experience managing cross-functional multidisciplinary teams including designers, researchers, engineers and business analysts
• Strong stakeholder management skills with experience engaging at senior and director level
• Excellent written and verbal communication skills, with ability to produce high-quality delivery documentation
• Experience managing budgets, contracts and supplier relationships
• Knowledge of GDS Service Standard, the Technology Code of Practice and government spend controls
• SFIA Level 5 competencies: autonomy, influence, complexity, business skills and knowledge as defined in the SFIA framework
Desirable Skills & Experience
• Experience delivering projects within a regulatory or building safety environment
• Professional accreditation in project or programme management (e.g. APM PMQ, PRINCE2, Agile PM)
• Experience of public sector procurement frameworks (G-Cloud, Digital Outcomes and Specialists, CCS frameworks)
• Familiarity with Cabinet Office and HM Treasury business case standards (Green Book / Five Case Model)
