GOH is a small management consulting firm supporting the federal government since 1997 (www.gohnow.com). We are seeking an energetic new team member with experience in Federal grants management to support our Office of Head Start client. 


GOH is recruiting in anticipation of potential future openings that are subject to final approval and funding. No guarantee of position availability can be made at this time; however, candidate identification and preliminary interviews are being conducted to support timely hiring should authorization be granted.   


The Senior Project Manager is responsible for overseeing the nationwide Office of Head Start customer service contract to ensure project plans, objectives, and timelines adhere to GOH standards and are executed for timely and high-quality deliverables. This role serves as a key point of contact for federal clients at the contract level and provides overall contract management, government liaison, and quality oversight across all regional and cross-team functions, including supervision of Regional Project Managers. You must have experience developing new project plans and timelines; managing budgets, processes, and protocols across teams; directing process improvements and innovations at the contract level; ensuring delivery of innovative and agile service-oriented and technical solutions to federal clients; ensuring adherence to quality controls needed to assure the timely and quality completion of contractually required deliverables. 


Please note: This is senior management role. The successful candidate will have the opportunity to actively and independently manage teams of grant resources as well as concurrent task orders and contracts. You must be an excellent strategic communicator with experience serving as a project manager or director and client-facing point-of-contact on federal contracts similar in size, scope, and complexity for consideration. You also must be able to contribute to our positive and proactive culture while working in a highly collaborative, fast-paced, and high-tempo team environment. 


Duties and Responsibilities: 

  • Guide the contract team to meet and exceed client objectives and establish an environment of innovation, improvement, problem-solving, and team collaboration 
  • Serve as a primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR), ensuring consistent and open communication that builds trust 
  • Provide overall contract management, government liaison, and quality oversight across the full contract, including coordination with and oversight of Regional Project Managers 
  • Facilitate information flow between GOH project team members, government stakeholders, and GOH management and leadership 
  • Regularly brief GOH company leadership on status and transparently raise accomplishments and challenges 
  • Develop, monitor, and update master schedules; conduct staff forecasting and risk management across concurrent contract efforts 
  • Assure successful risk mitigation, resource management, and cost control 
  • Prepare overall contract documentation to include deliverable and financial progress reports 
  • Provide oversight and direction to internal staff, subcontractors, and consulting subject matter experts in the execution of grant program management activities 
  • Lead weekly contract management meetings and quarterly program management reviews 
  • Own and maintain required project management deliverables, including the Transition-In/Transition-Out Plans, Project Management Plan (PMP), Communications Plan, and Quality Assurance and Surveillance Plan (QASP) 
  • Implement quality assurance systems to improve customer service and grantee support across the contract 
  • Ensure compliance with applicable federal requirements (e.g., 2 CFR 200, agency-specific grant guidance, GPRA, Evidence Act) 
  • Provide mentorship and support to Regional Project Managers and other staff in executing tasks and developing deliverables 
  • Address team member and client complaints and resolve problems 
  • Consistently communicate with a high degree of professionalism, diplomacy and tact 
Requirements

Minimum Qualifications: 

  • Bachelor’s degree required; Master’s degree preferred 
  • Project Management Professional (PMP) certification or equivalent highly desired 
  • At least 10 years of relevant experience serving in a project management role managing multiple concurrent task orders and contracts. Contract size should equate to $1M - $5M if managing concurrent contracts and at least $20M if managing a single, multi-task order contract vehicle 
  • A minimum of 5 years of demonstrated progressive supervisory experience 
  • Must have experience supervising staff and managing 20+ FTEs 
  • Demonstrated proficiency developing, implementing, and managing/improving complex, high-profile, multi-faceted projects, including quality assurance systems that improved client services 
  • Demonstrated proficiency reviewing, aggregating, and presenting data gathered from multiple sources 
  • Demonstrated proficiency communicating clearly, both orally and in writing, and producing high-quality written products such as memoranda, presentations, and correspondence 
  • Proven ability to address team member and client complaints and resolve problems 
  • Demonstrated ability to coach team members effectively 
  • Ability to pass background investigations as required for access to federal facilities and systems; position requires Public Trust clearance 

Work Environment: The work environment is a virtual/remote setting. 


Physical demands: The physical demands of the job include sitting for extended periods, and occasional walking and standing.


Position type and expected hours of work: This is a full-time exempt position. Typical work hours are Monday-Friday, 40-60 hours per week. Some job activities may be required outside of typical workdays/hours. Overtime may be expected during peak periods. 


Travel:?10-15% travel, with overnight stays necessary 


Required education and experience: Bachelor’s degree required
