The US base salary for this full-time position is $60-95/hr + benefits. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.


JOB DESCRIPTION

The purpose of this task order is to obtain contractor support services to assist the National Heart, Lung, and Blood Institute (NHLBI), Division of Extramural Research Activities, Office of Grants Management (OGM) in carrying out grants management functions. NHLBI requires up to three (3) dedicated contractor personnel to provide these support services. The government may select up to three (3) proposed candidates. The contractor will independently provide support services to satisfy the overall operational objectives of NHLBI by assisting with the review, analysis, processing, and coordination of grant-related actions and correspondence.

NHLBI requires support for grants management activities associated with competing and non-competing grant applications, correspondence, administrative analysis, and portfolio support. The work under this task order shall be performed by up to three (3) qualified contractor personnel, as determined by the Government at the time of award. The contractor will help ensure timely and accurate grants management processing in accordance with applicable NIH policies, procedures, and deadlines.

The National Heart, Lung, and Blood Institute, Division of Extramural Research Activities, Office of Grants Management, requires specialized grants management support to manage workload demands and ensure timely processing of grant-related actions. The contractor shall apply knowledge of NIH grants management policies, regulations, and procedures to support NHLBI operations.

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below. The Contractor shall provide up to three (3) dedicated contractor personnel to support the requirements of this task order. The Government may order services from one vendor for up to three (3) personnel.

The contractor shall provide grants management support services to NHLBI OGM, including but not limited to the following:

  • Triage competing and non-competing grant applications.
  • Set appropriate work priorities, apply knowledge of organizational needs and deadlines, and follow up to ensure receipt of required documentation, including uploading documents to the official grant folder.
  • Perform thorough review of competing grant applications, including identification of bars to funding, foreign involvement, and summary statement concerns, within specified timeframes, including timely issuance of award notices.
  • Perform administrative analysis, including review of budget concerns, human and animal subject codes, and regulatory analyses of grant applications using basic knowledge of applicable NIH grant policies and NHLBI procedures.
  • Facilitate communication and correspondence, including responses to inquiries and policy/procedural guidance for grantees and Federal staff.
  • Serve as a resource of information by providing recommendations for grantee and Federal staff.
  • Respond to communications including letters, memos, phone calls, and e-mails.
  • Prepare correspondence that fully and accurately addresses administrative issues, including prior approvals, in a clear and concise manner.
  • Collaborate with program and grantee staff on information required prior to award.
  • Assist in OGM supplements & assist in OGM funding.


These duties shall be performed by up to three (3) dedicated contractor personnel, each of whom shall be fully qualified to perform the assigned work. The Government may assign up to three (3) personnel to perform the work under this task order.
