Job Summary

We are looking for a Senior .NET / ASP.NET Developer to maintain and modernize enterprise web applications for a federal government IT program supporting the U.S. Army Corps of Engineers (USACE), Walla Walla District. You will maintain the existing ASP.NET MVC Core application while also deciphering, maintaining, and modernizing legacy Classic ASP code, working closely with the DBA and DevSecOps/Cloud Engineer to deliver secure, well-documented software.

Key Responsibilities

     Maintain and enhance the program's ASP.NET MVC Core application, connected to an Oracle backend

     Decipher, maintain, and modernize undocumented legacy Classic ASP code across application modules

     Write clean, well-documented C# and JavaScript code adhering to DoD secure coding standards (STIGs)

     Store and manage code within the designated CWBI GitHub Enterprise environment following DevSecOps practices

     Implement standardized authentication using common identity services (Login.gov, OpenID, Keycloak) and build health-check endpoints for automated uptime monitoring

     Participate in two-week Agile sprint cycles, contributing to delivery of a minimum of ten (10) MVPs quarterly and four (4) major feature releases annually

     Participate in code reviews, professional demonstrations of releases, and requirements/UI-UX analysis

     Support integration with the CWBI Data Strategy, including exposing data via OpenAPI-compliant service interfaces

     Coordinate with the Senior Oracle DBA on query performance and data access patterns

Required Qualifications

     U.S. Citizenship required

     Minimum active Tier 1 (or higher) federal background investigation, favorably adjudicated, prior to start

     Bachelor's degree in Computer Science, Software Engineering, or related field (or equivalent experience)

     Minimum 5-7 years of full-stack or application development experience

     Expertise in developing and maintaining .NET Framework/.NET Core MVC web applications connected to Oracle databases

     Mastery of deciphering, maintaining, and modernizing undocumented Classic ASP code

     Strong proficiency in C#, JavaScript, and modern web-based user interface development

     Demonstrated experience implementing secure coding principles (e.g., DoD STIGs) in web application code

     Working knowledge of Agile/DevSecOps methodologies

Preferred Qualifications

     Experience with cloud architecture and migration, preferably within AWS GovCloud

     Federal government or DoD application development background

     Experience with GitHub Enterprise and modern DevSecOps toolchains

     Familiarity with microservices architecture and hardened container images

Certifications

     Active Tier 1+ background investigation prior to start

     CompTIA Security+ or DoD 8140-approved equivalent required within six (6) months of contract start

     EC-Council Certified DevSecOps Engineer (ECDE) desired for senior/lead roles
