Description

The Strategic Functional Consultant will provide strategic planning, process development, acquisition integration, lifecycle management, and functional advisory support to the United States Coast Guard CG-C5I Operational Technology Integrated Systems organization.


This role will support CG-C5I-OTIS command priorities, including DoD Enterprise Service Management Framework adoption, lifecycle program management, acquisition strategy development and implementation, process development, strategic roadmap planning, organizational change support, and technical business process refinement.


The Strategic Functional Consultant will work with Coast Guard stakeholders to research, collect, track, and monitor information related to C4ISR systems and support acquisition, sustainment, transition, logistics, and business development activities across surface, air, and shore asset programs.


Key Responsibilities

  • Provide strategic functional consulting support for CG-C5I-OTIS business development and process improvement initiatives.
  • Support implementation and refinement of Government-defined initiatives and command priority projects.
  • Support adoption of the DoD Enterprise Service Management Framework and related service management concepts.
  • Support lifecycle program management and acquisition strategy development.
  • Assist with acquisition integration across CG-C5I-OTIS, the C5I Program Execution Office, and related portfolio components.
  • Support Integrated C5I Systems Acquisition and C5ISC technical authority activities.
  • Support lifecycle management of CG-C5I PEO equipment and capabilities for surface, air, and shore assets.
  • Assist in defining C4ISR operational, functional, and technical requirements.
  • Support development and review of operational, system, and technical architectures.
  • Support development and review of surface electronic system specifications.
  • Support Operational Logistics Support Plans, Integrated Logistics Support Plans, and Electronics Integrated Logistics Support Plans.
  • Assist with cybersecurity planning support and Contract Data Requirements List reviews.
  • Identify and help resolve internal and cross-organizational process and policy gaps.
  • Support acquisition programs including In-Service Vessel Sustainment, standard cutter and boat acquisitions, and aviation-related efforts.
  • Research, collect, track, and monitor C4ISR system information.
  • Support transition activities from acquisition phases to business development and sustainment phases.
  • Improve and refine system acquisition and support contracting processes, including CDRL reviews, sparing philosophies, logistics processes, and finance-related coordination.
  • Support Tier One and Tier Two support process establishment.
  • Support website, SharePoint, and portal content management.
  • Support process mapping, program and project integration planning, risk identification, strategic roadmap development, and strategic communications planning.
Requirements
  • Minimum five years of relevant experience in strategic consulting, functional analysis, acquisition support, lifecycle management, C5I/C4ISR support, process development, or related work.
  • Experience supporting DHS, DoD, Coast Guard, federal technology, acquisition, or mission support programs.
  • Knowledge of DHS or DoD system lifecycles, particularly business development, acquisition transition, sustainment, or lifecycle management phases.
  • Experience developing or refining processes, policies, procedures, technical documentation, or strategic plans.
  • Experience supporting cross-functional stakeholder groups and technical/business integration efforts.
  • Strong analytical, writing, facilitation, and communication skills.
  • Ability to translate complex technical, acquisition, logistics, and operational concepts into clear documentation and actionable recommendations.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, Outlook, and Teams.
Salary Description
135,000 - 155,000
