About the Role

eBay is seeking an experienced and highly motivated individual to join its Washington, D.C.-based Government Affairs team as Senior Manager, U.S. Federal Government Relations. This position will own a portfolio of high-priority federal legislative and regulatory issues affecting ecommerce and online marketplaces, with a primary focus on technology, consumer protection, competition, privacy, artificial intelligence, intellectual property, product safety, and intermediary liability. This role involves developing and completing federal advocacy strategies before Congress and key executive branch agencies. The person will serve as a trusted advisor to internal business leaders on emerging policy developments, legislative strategy, and political engagement.

Primary Job Responsibilities

The Senior Manager for U.S. Federal Government Relations will serve a meaningful function on the Government Relations team located in Washington, D.C. This role reports directly to the Head of U.S. Federal Government Relations.

  • Government Relations Strategy: Lead the development and execution of comprehensive federal government relations strategies aligned with company objectives, with a particular emphasis on technology, ecommerce, consumer protection, intermediary liability, artificial intelligence, privacy, intellectual property, product safety, and other policy issues within the jurisdiction of the House and Senate Judiciary and Commerce Committees.

  • Policy Advocacy: Monitor and analyze legislative and regulatory developments affecting ecommerce and online marketplaces. Identify policy opportunities and risks and develop advocacy strategies that advance company priorities while mitigating legislative and regulatory challenges.

  • Congressional and Executive Branch Engagement: Build and maintain positive relationships with legislators, their aides, officials in the executive branch, and policymakers. Lead engagement before congressional committees and federal agencies, including the Federal Trade Commission (FTC), Federal Communications Commission (FCC), Consumer Product Safety Commission (CPSC), and other relevant agencies.

  • Legislative and Regulatory Analysis: Track and analyze proposed legislation, regulations, agency actions, and enforcement trends affecting ecommerce, digital marketplaces, and technology policy. Provide timely strategic analysis and recommendations to internal collaborators and senior leadership.

  • Executive Engagement: Prepare senior executives for meetings with policymakers, congressional testimony, conferences, and external engagements by developing high-quality briefing materials, policy memoranda, talking points, and critical communications.

  • Coalition Building: Lead engagement with industry peers, trade associations, advocacy organizations, and other external collaborators to develop coordinated policy positions and advance common legislative and compliance goals.

  • Portfolio Ownership: Independently lead and manage a collection of federal policy issues. Establish advocacy priorities, coordinate internal collaborators, and drive progress across multiple legislative and regulatory initiatives.

Qualifications

  • Bachelor's degree in political science, public policy, government, law, or a related field. Advanced degree preferred.

  • Minimum of 8–10 years of relevant experience in government affairs at the federal level, legislative affairs, public policy, congressional offices, executive branch agencies, or related roles, with a strong focus on technology, ecommerce, consumer protection, privacy, artificial intelligence, intellectual property, competition, or related policy issues.

  • Experience working with or engaging the House Judiciary Committee, House Energy and Commerce Committee, Senate Judiciary Committee, and/or Senate Commerce, Science, and Transportation Committee strongly preferred.

  • In-depth knowledge of the U.S. federal legislative and regulatory process, including Congress and executive branch agencies responsible for technology, consumer protection, communications, competition, product safety, and ecommerce policy.

  • Demonstrated track record of successfully developing and accomplishing advocacy strategies and achieving policy objectives in a complex legislative and regulatory environment.

  • Strong network of relationships within the U.S. federal government, including Members of Congress, congressional staff, executive branch agencies, and relevant industry organizations.

  • Excellent written, verbal, and presentation skills, with the ability to translate complex policy issues into clear, concise, and actionable recommendations for executive leadership.

  • Strong critical thinking, good judgment, and the ability to independently manage multiple high-priority issues while driving cross-functional alignment in a fast-paced, dynamic environment.

  • Demonstrated political acumen showing proficiency to assess legislative dynamics, anticipate policy developments, identify emerging risks and opportunities, and develop effective advocacy strategies in a rapidly evolving political environment.

  • Demonstrated ability to build positive relationships across Legal, Public Policy, Communications, Product, Trust, Regulatory, and other cross-functional teams. This includes effectively influencing collaborators at all levels of the organization.

  • Demonstrated strong AI proficiency by skillfully applying modern tools such as generative AI, automation platforms, and data analysis tools. Used these to improve efficiency, conduct detailed research, and support decision-making. Actively pursued ongoing learning to stay updated with new technologies and standard methodologies.

Additional Details

The base pay range for this position is expected in the range below:

$126,800 - $204,000

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
