Job description

At eBay, we're more than a global ecommerce leader — we’re changing the way the world shops and sells. Our platform empowers millions of buyers and sellers in more than 190 markets around the world. We’re committed to pushing boundaries and leaving our mark as we reinvent the future of ecommerce for enthusiasts.

Join a team of passionate thinkers, innovators, and dreamers — and help us connect people and build communities to create economic opportunity for all.

Are you ready to build the future of trust and safety in live commerce? We are seeking a strategic, committed Senior Manager, Live Seller Risk Policy to own and scale the end-to-end Seller Risk framework related to eBay Live.

eBay Live is a high-growth, high-visibility business unit where real-time interactions meet rapid transactions. In this role, you will define how live sellers are evaluated, onboarded, monitored, and graduated as we expand across new categories and global markets.

This is a critical balancing act. Your policies will directly influence seller supply and growth. They also keep eBay protected from fraud, financial loss, compliance gaps, and trust exposure.

Reporting to the Director of Live Risk, you will be part of the Risk team and act as the main connection between policy and implementation. You will work closely with Product, Engineering, Data Science, Compliance, and Operations to develop scalable risk controls that preserve the live seller experience.

What You Will Accomplish

Loss Management & Risk Monitoring

  • Manage Seller Risk losses for eBay Live end-to-end, setting targets, tracking performance against plan, and making proactive policy adjustments to keep losses within acceptable thresholds.
  • Partner with Finance and Data Science to build and maintain loss forecasting models, translating portfolio risk signals into forward-looking exposure estimates that inform business planning.
  • Act as the responsible decision-maker for risk/reward trade-offs, clearly expressing the financial and trust consequences of policy choices to senior leadership.
  • Monitor and manage loss patterns throughout the entire seller lifecycle, from onboarding to graduation. Identify where and when losses concentrate. Craft targeted interventions to address root causes.

Live-Centric Threat Mitigation & Calibration

  • Customize detection logic to incorporate data signals outstanding to live commerce, addressing the distinct risk vectors that emerge in real-time selling environments.
  • Define and apply progressive privilege tiers where sellers start with safe defaults and unlock advanced capabilities based on demonstrated performance.
  • Implement live-specific, graduated enforcement mechanisms that address policy violations proportionately, preserving seller experience where appropriate.

Foundational Capability Investment

  • Drive investment in foundational risk capabilities to support eBay Live at scale. This includes decisioning infrastructure, data pipelines, detection tooling, and operational workflows. Work cross-functionally to prioritize and deliver these capabilities.
  • Balance near-term policy needs with longer-term platform health by advocating for and contributing to the development of durable, reusable risk infrastructure rather than point solutions.

What You Will Bring

Required Qualifications

  • 8+ years of experience in marketplace risk, trust and safety, fraud prevention, payments risk, seller risk, or related risk disciplines, with demonstrated expertise in building and scaling risk frameworks for digital marketplaces or live commerce platforms.
  • 5+ years of people leadership experience, including direct management of high-performing teams, with a track record of coaching, developing talent, and delivering results through cross-functional collaboration.
  • Proven track record of designing, operationalizing, and scaling lifecycle risk, hold graduation, or account-level privilege tiering frameworks from scratch.
  • Solid experience working alongside Product, Engineering, Data Science, and Risk Operations teams to convert policy requirements into scalable automated controls.
  • Outstanding analytical capability; comfort with performance data, tracking scorecards, and using empirical evidence to support executive-level recommendations.
  • Experience owning a loss budget or financial risk target, with demonstrated ability to connect policy decisions to measurable business outcomes and communicate trade-offs at an executive level.
  • Strong written and verbal communication skills, with the ability to simplify complex risk topics and drive alignment across multi-functional groups with ambiguous ownership.

Preferred Qualifications

  • Direct experience managing risk for high-risk categories, instant-payout platforms, peer-to-peer marketplaces, or live-stream commerce environments.
  • Familiarity with risk decisioning platforms, automated linking methodologies, or real-time content moderation.
  • Experience supporting zero-to-one product launches or accomplishing regional platform expansions across multiple international geographies.
