Overview:

Please note that this position is contingent upon the successful award of a contract currently under bid.

 

Goldbelt Glacier is a trusted industry partner to the Department of the Interior, Bureau of Indian Affairs (BIA). Goldbelt Glacier supports programs administered through the BIA including social services, natural resources management, economic development, law enforcement and detention services, administration of tribal courts, implementation of land and water claim settlements, housing improvement, disaster relief, replacement and repair of schools, repair and maintenance of roads and bridges, and the repair of structural deficiencies on high hazard dams.

 

Summary:

 

Glacier is seeking an experienced Contract Specialist V to provide acquisition and procurement support to the Department of the Interior, Office of the Chief Financial Officer (OCFO), Division of Acquisitions. This is a senior-level position supporting complex federal acquisition activities throughout the entire acquisition lifecycle.

The successful candidate will serve as a trusted advisor to Government leadership, providing acquisition planning, procurement strategy, contract administration, source selection support, cost and price analysis, contract modifications, and closeout support while ensuring compliance with the Federal Acquisition Regulation (FAR) and agency policies.

Essential Job Functions:

 

The Contract Specialist V supports the Government by providing overall guidance and expertise on federal acquisitions and financial assistance requirements.

 

  • Leading and supporting complex federal acquisition activities from acquisition planning through contract closeout.
  • Serving as the primary acquisition advisor to Government customers and program officials.
  • Developing acquisition strategies and procurement approaches.
  • Assisting customers in developing Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), evaluation criteria, and solicitation packages.
  • Preparing and reviewing solicitation documents, amendments, modifications, and contract files.
  • Conducting cost and price analyses.
  • Supporting source selections and proposal evaluations.
  • Negotiating contract modifications and resolving acquisition issues.
  • Administering a wide variety of federal contract types.
  • Monitoring contractor performance and assisting with contract administration activities.
  • Supporting period-of-performance reviews, option exercises, re-competes, and contract closeouts.
  • Identifying opportunities to improve acquisition processes, templates, and workflows.
  • Developing and delivering acquisition-related training when required.
  • Supporting implementation of acquisition policy updates, including FAR and Revolutionary FAR Overhaul (RFO) changes.
  • Utilizing emerging technologies and AI-enabled productivity tools, where appropriate, to improve acquisition operations.
  • Collaborating effectively with Contracting Officers, CORs, legal counsel, finance personnel, and program offices.

Minimum Qualifications:

  • Bachelor's degree in Business, Finance, Accounting, Acquisition, Contracting, Public Administration, or related field.
  • Equivalent federal acquisition experience may substitute for education.
  • Eight (8) or more years of federal acquisition and contracting experience.
  • GS-13 equivalent acquisition experience
  • Experience performing acquisition planning, contract administration, and procurement strategy.
  • Experience supporting pre-award and post-award activities.
  • Strong knowledge of the FAR and federal acquisition regulations.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities independently.
  • Must be a United States citizen & able to pass federal background investigation.

 

Preferred Qualifications:

  • Department of Interior experience
  • Indian Affairs experience
  • FAC-C Level III
  • DAWIA Level III
  • NCMA CFCM or CPCM certification
  • Experience supporting high-visibility federal acquisition programs

Pay and Benefits

The salary range for this position is $110,000 to $130,000 annually.
