Job Summary:

The Program Manager II provides mid-to-senior level portfolio, program, and project management support for NOAA’s National Weather Service (NWS). This role supports medium-to-large scale IT initiatives and strategic programs, ensuring compliance with federal policies, CPIC requirements, and NWS governance processes. The PMII works closely with government program managers, integrated project teams (IPTs), and stakeholders to plan, execute, monitor, and report on project performance across the full lifecycle.


Essential Duties & Responsibilities:

  • Provide program and project management support for NWS portfolios, programs, and IT projects.
  • Support planning, execution, monitoring, and closing of projects in accordance with project management principles.
  • Develop and maintain project schedules, Integrated Master Schedules (IMS), risk registers, and status reports.
  • Track cost, schedule, scope, performance metrics, risks, and action items.
  • Support Capital Planning and Investment Control (CPIC) activities, including investment reporting, baseline change requests, and data calls.
  • Prepare and maintain project artifacts such as plans, briefings, reports, charters, SOPs, and business process documentation.
  • Facilitate and support governance forums, IPT meetings, and stakeholder reviews.
  • Assist with budget formulation, execution tracking, and financial reporting.
  • Support acquisition activities including RFIs, SOWs, RFPs, and procurement documentation (non-inherently governmental).
  • Provide clear, concise written and verbal communications to technical and executive-level stakeholders.
  • Support audits, independent assessments, and continuous process improvement initiatives.

Requirements


Minimum Education/Requirements:

  • Bachelor’s degree in business, management, IT, or a related field.
  • Active Project Management Professional (PMP)® certification or equivalent.
  • 5–8 years of experience supporting federal IT programs or projects.
  • Strong understanding of portfolio, program, and project management methodologies.
  • Experience with CPIC processes, OMB Circular A-11, and federal IT governance.
  • Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud-based collaboration tools.
  • Due to federal contract requirements, applicants must be U.S. citizens.

Preferred Qualifications:

  • Experience supporting NOAA, NWS, or Department of Commerce programs.
  • Familiarity with Agile methodologies and hybrid project environments.
  • Experience supporting cloud, enterprise IT, or infrastructure initiatives.
  • Experience responding to executive-level data calls and reporting requirements.


Security Clearance:

  • Must be eligible to obtain and maintain a Low Risk / Public Trust clearance.

Travel Requirement:

  • Occasional travel to NOAA facilities in the Washington, DC Metro Area may be required.

The pay range listed represents a good-faith estimate, in accordance with pay transparency requirements, and may vary depending on the candidate’s experience, education, and other job-related factors.

Salary Description
$90,000 - $95,000
