Job Summary

Under the general supervision of the Chief Medical Officer, the Grants Manager is responsible for the strategic development, implementation, and oversight of various Grants Programs at DWIHN. This role is pivotal in securing and managing grant funding to support critical behavioral health initiatives, ensuring compliance with funder requirements, and leading programs that drive positive outcomes for the community. The Grants Manager will play a key role in identifying funding opportunities, developing compelling proposals, and managing the lifecycle of grant-funded projects.

Essential Duties & Responsibilities

Grant Management and Oversight:
  • Oversees the full lifecycle of grant funding for various DWIHN initiatives, from identification and proposal development to submission, negotiation, and post-award administration.
  • Leads and contributes to grant writing efforts by identifying funding opportunities aligned with DWIHN's mission, researching funder priorities, and developing compelling grant proposals.
  • Manages all administrative responsibilities related to grant funding, including budget tracking, financial reporting, and ensuring adherence to grant guidelines.
  • Completes all reporting requirements as designated by the funder and the organization, ensuring accuracy and timeliness.
  • Plans, implements, and coordinates all activities of grant programs to meet project goals and objectives.
  • Monitors grant expenditures and ensures financial compliance.
  • Serves as the primary point of contact for grantors.
  • Assists in the assessment and management of the Grants Programs' overall effectiveness and resource utilization.
  • Programmatic Leadership and Coordination:
    • Provides operational support and coordinates activities for various grant-funded projects at DWIHN.
    • Collaborates with internal and external agencies to develop and schedule activities and meet project goals.
    • Provides guidance to internal teams on the implementation of grant-funded initiatives.
    • Leads system-wide efforts to effectively implement and sustain grant programs, fostering a culture of achieving program objectives.
    • Coordinates conferences, trainings, and seminars related to grant-funded programs and their respective focus areas.
  • Clinical Support and Data Management (as applicable to grant programs):
    • Supports the identification of needs and data requirements for grant proposals and reporting related to program outcomes.
    • Ensures that data for relevant Electronic Medical Records systems are maintained and updated as required by grant funding and for program evaluation.
    • Establishes and tracks outcome measurements as designated by grant funders and for program evaluation (e.g., service utilization, client outcomes, program reach).
    • Assists in the development and implementation of care management plans and evidence-based treatments within the scope of specific grant programs.
    • Facilitates referrals to appropriate levels of care and transitions through care, as required by grant program objectives.
    • Updates database as needed and assists in the preparation of required reports for grantors.
    • Maintains patient confidentiality in accordance with all applicable laws and regulations.
  • Collaboration and Communication:
    • Works closely with the Project Director and Chief Medical Officer to ensure strategic alignment and effective execution of grant programs.
    • Communicates project progress, challenges, and successes to stakeholders, including leadership, staff, and external partners.
    • Performs related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES (KSA’S):

  • Grant Management & Writing:
    • Extensive knowledge of grant writing principles, including needs assessment, objective setting, budget development, logic models, and persuasive writing.
    • In-depth understanding of the grant funding landscape, including federal, state, and private foundations, and their respective application processes.
    • Proven experience with grant reporting requirements and data management for grant compliance.
    • Experience with SAMHSA grant requirements and reporting is strongly preferred.
    • Experience with project management, including planning and implementing project activities, is preferred.
  • Clinical and Programmatic:
    • Knowledge of DWIHN policies, procedures, and practices.
    • Knowledge of the DWIHN provider network and community resources.
    • Knowledge of the Michigan Mental Health Code.
    • Knowledge of MDHHS policies, rules, regulations, and procedures.
    • Knowledge of behavioral health and mental health principles and practices.
    • Understanding of various behavioral health models and initiatives relevant to grant-funded services.
    • Knowledge of the Michigan Medicaid Provider Manual.
    • Knowledge of the clinical care process (screening, assessment, treatment planning, case management and continuing care) relates to the implementation of grant programs.
    • Knowledge of and ability to use screening and assessment tools for behavioral health services.
    • Knowledge of Evidence Based Practices for the behavioral health field.
    • Knowledge of crisis training and experience in de-escalation, i.e., suicide prevention, development of crisis plans, trauma informed care, etc., as relevant to specific grant objectives.

Required Education & Experience:

  • A Master’s Degree in Social Work, Psychology, Counseling, Public Health, Nursing (a Bachelor’s Degree will be accepted), the Human Services, the Social Services, or a related field.
  • Three (3) years of professional experience in behavioral healthcare, community mental health, or a related field with a significant focus on program coordination or management.
  • Previous experience with SAMHSA grants with knowledge of required reporting and data requirements.
  • Experience with project management, including planning and implementing project activities.
  • Demonstrated success in securing significant grant funding.

AND

  • One (1) year of full-time paid experience in grant writing, grant management, or related fundraising activities.

OR

  • One (1) year of full-time paid experience in one of the following areas: crisis services, trauma informed care or suicide prevention, combined with demonstrated strong grant writing and management experience.

Required License(s)

  • A Valid State of Michigan clinical licensure: RN, LMSW, LMHC, LPC, LLP or PhD. (A limited license will be accepted). [Note: This license may be more critical if the role retains some direct clinical oversight for specific grant programs. If the role is purely administrative/management, this might be adjusted depending on organizational structure.]
  • A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but may require the employee to drive to different sites throughout Wayne County and the State of Michigan to meet with partners or oversee program activities. This position can work remotely with supervisory approval. The incumbent in this position may be required to attend in-person events on a regular basis.
