Job description

Location: Portland, Maine

Salary: 87k - 100k

The Director, Workforce Services will oversee Workforce Solutions and SNAP Employment & Training employment and job training programming in Maine. The position will oversee frontline managers and staff throughout Maine, with a key focus on southern, central and midcoast Maine. The position will work standard business hours Monday-Friday and will be a hybrid role that balances work in regional offices or mobile client or partner engagments with opportunity for remote/work-from home, based on employee preferences and business needs.

 

Job Summary: 

Leads and oversees Goodwills grant funded workforce development programs, as assigned by the Executive Director of Workforce Services.  Assists in development and ongoing assessment of assigned workforce programming. 

  • Develops strong relationships local workforce partners and stakeholders. 
  • Plans, coordinates and revises strategies and budgets as needed to meet the performance goals of the particular program to which this person is assigned. 
  • Oversight of all staff and volunteers within assigned Workforce Services departments 
  • Represents the Agency in all interactions with other members of the Goodwill community and with the general public, supporting the agency Vision of creating sustainable communities that thrive through the fullest participation of their diverse residents. 
  • Furthers the organizational commitment to triple bottom line results: integrating social, economic and environmental goals into thinking, planning and actions. 
  •  

    Develops new products and services to meet customer requests, regional resource needs and improvements in service quality.  

     

     

  • Expand and maintain positive partnerships with local workforce partners and stakeholders. 

     

     

  • Coordinates services with other internal programs, service providers, and community organizations. 

     

     

  • Develops/implements strategies that will improve the efficiency and effectiveness of the team’s performance. 

     

     

  • Demonstrates flexibility by adapting to changes in program and schedule to meet the needs of service recipients  

     

     

  • Exhibits sound and accurate judgment evidenced by identifying problems, reviewing aspects with appropriate staff and supervisors and developing timely effective solutions. 

     

     

  • Seeks opportunities to develop skills, knowledge and programming.  Keeps abreast of current developments in field to update job skills.  

     

     

  • Proven knowledge of the Workforce Innovation and Opportunity Act and all related workforce funding streams programs and oversight. 

     

     

  • Researches and develops opportunities to take advantage of new service opportunities and provider partnerships throughout Goodwill’s territory that support and augment the mission  

     

     

  • Plans, coordinates and revises strategies and budgets as needed to meet the performance goals of the particular program to which this person is assigned. 

 

Minimum Qualifications:  

  • BA/BS in business, human services, human relations or related fields.
  • 4+ years of experience in workforce development or related fields. 
  • 2+5 years of progressive management experience 
  • Demonstrated ability to use personal computer, to include; e-mail, Internet, and Microsoft Office software 
  • Excellent verbal and written communication skills 
  • Valid driver’s license permitting operation of a vehicle in the State of Maine  
  • Criminal background check that meets Agency standards 

 

Preferred Qualifications:  

  • Masters degree in business, human services, human relations or related fields. 
  • 4+ years of progressive management experience.  
  • 6+ years of experience in workforce development or related fields
