Job description

Genesis Consulting is seeking a motivated, ambitious,hardworking, and resourceful Contract Administrator. This position can be basedin our Richmond, VA or Reston, VA office. Duties andResponsibilities: 

The ContractAdministrator will be responsible for the entire contract lifecycle, from pre-proposaldevelopment through contract award to closeout, plus compliance andreporting at local, state, and federal levels. Other duties may include but arenot limited to the following:

 

  • Negotiate and administercontracts with the US government, State/Local governments, Municipalities, aswell as Private Sector customers.
  • Negotiate and administer subcontractswith large and small business prime and subcontractors across the breadth of contracttypes.
  • Negotiate teaming andnon-disclosure agreements.
  • Ability to handle multiple bidopportunities, proposal work, negotiations, contract award and administrationof the resultant contracts
  • Conductprice analysis evaluation of subcontractor proposals and write subcontractprice analysis narratives for prime contract proposals
  • Negotiatesubcontract agreements, prepare small business subcontracting plans on proposalefforts, and ensure appropriate prime contract flow downs and firm or agencyprovisions are incorporated into subcontract agreements
  • Review/evaluatesolicitations and provide proposal guidance support and assists in thepreparation to meet contract requirements
  • Support contract review,acceptance and compliance through one or more of the following: review proposedterms and conditions of a contract during the solicitation process and identifynonstandard terms and recommend modifications to contract language, work withproject manager and client/government representative to review and resolvequestions or issues related to contract compliance or terms and conditions ofthe contract, prepare reports related to contract spend and progress, conductcompliance reviews and ensure corrective actions are completed in a timelymanner, and assist with reviews required for contract closure.
  • Monitorcontract execution and conformance to original proposal and maintain continualreviews to ensure that all terms and conditions are met and that the contractis in accordance with legal requirements, customer specifications, andgovernment regulations
  • Prepare and disseminateinformation throughout the company regarding contract status, compliance,modification, deviation, negotiation, and termination
  • Serveas point of contact for customers both internal and external regardingcontractual matters
  • Act as advisor regarding legalrequirements, customer specifications, and government regulations to managementand others
  • Identify applicable Federalclauses for all contracts and assist with compliance verification
  • Analyze and interpret federalgovernment regulations including GSAR, CFR, FAR, DFARS, DCAA and other agencysupplements and apply knowledge to perform sophisticated risk analysis for newand ongoing opportunities.
  • Advise management on contractualrights & obligations, and interprets terms and conditions
  • Oversee closeout review ofprojects to ensure that all revenue and costs have been booked and that finalinvoices have been sent to clients.
  • Issue required State and Federalcompliance reporting, including Title VI requirements
  • Develop and administer yearlyFederal Ethics training for compliance with Federal contracting requirementsand any other applicable/necessary training
  • Maintain and organize contractdata in Microsoft SharePoint
  • Establish a centralizedrepository for Contract Templates that are maintained under version control.
  • Establishand maintain a clear, auditable, and centralized repository for all ClientContracts, Supplier/Vendor Contracts, Lease Agreements etc.


Requirements

MinimumQualifications/Experience: 

  • Five(5) + years of Federal Contract Administration within a software and servicesenvironment
  • Experience with various types ofcontracts, including FFP, FFPLOE, CPFF- Term and -LOE, T&M, and variousIDIQ types
  • Experience with the proposalprocess in support of federal acquisitions
  • Knowledge of GSA Schedules,GWACs, and IDIQ vehicles
  • Working knowledge of FAR, DFARS,other FAR supplements, as well as the Uniform Commercial Code with the abilityto independently research regulatory issues, understand their application and consequencesto our business
  • Working knowledge of SharePoint,O365 SharePoint Online, and CRM
  • Proficient in Microsoft Officeapplications (Word, Excel, PowerPoint, and Outlook
  • Outstanding communication,negotiation, and business management skills)
  • Self-starter with a “can-do”attitude that will thrive in a management structure where high standards ofproductivity, quality of work, and effectiveness are maintained
  • Exemplify knowledge of contractlaw, accounting principles and finance
  • Possess strong negotiation andmediation skills
  • Possess superior attention todetail in order to spot inconsistencies in contracts
  • Able to work productivelyindependently and as part of a team
  • Must have excellent analyticalthinking skills and problem solving abilities
  • Ability to obtain and maintain aU.S. government security clearance preferred

 

Minimum Education: 

  • Bachelor’s Degree Required
  • Juris Doctor (JD) or JDCandidate is a Plus

 

Required Certifications: 

  • CCM, CFCM orCPCM Preferred

 

Other: 

  • Willing to work in an officeenvironment
