They will build and lead a team to develop and execute a strategy to help CAA meet targets and mandates in each state

This role will collaborate closely with other members of the Reuse/Refill team across Food Serviceware, B2B and B2C verticals, Program Development, Strategy and Modeling and Data & Analytics to progress overall strategic Reuse/Refill strategic planning and execution.

A primary responsibility for this role is to lead CAA’s efforts to convene companies that sell B2B products and other interested parties and develop working groups to drive towards standardization of packaging design for priority product categories. The successful candidate will work with product companies, associations, supply chain players, etc., to establish Business-to-Business (B2B) reuse programs during CAA’s first program plan.

Key Responsibilities

  • Map the landscape and develop the strategy to boost conversion to reuse/refill for B2B packaging categories including industrial/commercial channels (e.g. retailers, food service, hotels, etc.,) and supply chains/routes (e.g., between producer and retailer, between retailer distribution center and retail locations, etc.,), to meet state-level extended producer responsibility (EPR) laws and regulations – while assessing opportunities for synergies and harmonization across states.
  • Reach out to industry associations or other convenors, build and launch Request for Information and Request for Proposals, identify promising pilots that may expand and scale, or other approaches to convene industry/producer alliances in target B2B areas. Collaborate and drive towards standardized reusable packaging formats that integrate with the CAA investment strategy. This individual will first focus on California with an eye toward harmonization with other EPR states, where appropriate.
  • Act as project leader for successful B2B proposals/projects, developing the framework for ongoing engagement and executing a multi-year process to develop reusable packaging solutions across different product types.
  • Develop and launch a Reuse/Refill Innovation Fund to solicit ideas from the Producer Community. Oversee the process for selecting successful proponents and apply the engagement framework to drive towards common solutions. Act as the key CAA liaison for winning Innovation Fund proposals/projects until Reuse/Refill Manager, Innovation and Alliances is hired.
  • Assess pilot outcomes, operational learnings, infrastructure implications and economic considerations to help inform future reuse/refill strategy, investments and program development. Develop best practices, case studies, and tools.
  • Collaborate with other Food Serviceware and Business-to-Consumer Reuse/Refill verticals to assess how B2B infrastructure needs can integrate with current and upcoming needs for reuse services and infrastructure. Assess if similar or different ecosystem standards, metrics and reporting vs other Reuse/Refill verticals are needed to fulfill individual state EPR obligations.
  • Develop strategies for accelerating the adoption of B2B reusables (e.g., RFP, Early Mover Incentives, etc.).
  • Provide input on proposed regulations and reuse/refill activities in other states. Serve as a trusted technical and strategic resource for producers, local jurisdictions, NGOs, and reusable service providers.
