Position Summary


We are seeking a highly motivated Technical Proposal Manager to identify, qualify, manage, and submit strategic growth opportunities across U.S. Government and commercial innovation pathways. This individual will serve as a bridge between business development, engineering, product management, and leadership teams to pursue opportunities including SBIR/STTR programs, BAAs, CSOs, Prize Challenges, Open Topic solicitations, Broad Agency Announcements, Calls for Solutions, OTA opportunities, and traditional government solicitations.

The ideal candidate possesses a strong understanding of the Department of Defense (DoD) innovation ecosystem and can independently manage the proposal lifecycle from opportunity identification through submission

This role requires someone who can quickly understand technical capabilities, align them to government requirements, and develop compelling, compliant, and competitive submissions. The individual must be able to translate emerging technologies into future operational concepts, mission-relevant use cases, and customer-driven value propositions that demonstrate measurable warfighter impact.

Additionally, this role will support executive leadership in communicating technical capabilities and strategic value to senior military leaders, congressional members, and professional staff members.

This is a fully remote position.


Essential Duties and Responsibilities


Opportunity Identification & Pipeline Management

  • Continuously monitor and identify relevant opportunities across:
    • SBIR/STTR programs
    • Broad Agency Announcements (BAAs)
    • Commercial Solutions Openings (CSOs)
    • Open Topic solicitations
    • Prize Challenges
    • Calls for Solutions
    • Other Transaction Authority (OTA) opportunities
    • Requests for Information (RFIs)
    • Requests for Proposals (RFPs)
    • Congressional and emerging innovation pathways
  • Maintain a strategic pipeline of near-term and long-term opportunities.
  • Evaluate opportunities against company technology roadmaps, product strategies, and organizational priorities.
  • Provide leadership with opportunity recommendations and bid/no-bid analyses.

Proposal Development & Submission

  • Lead the end-to-end proposal development process.
  • Develop proposal schedules, milestones, and submission plans.
  • Coordinate with engineering, product management, operations, and leadership teams to gather technical content.
  • Translate complex technical concepts into clear, compelling, and customer-focused narratives.
  • Ensure submissions are compliant with solicitation requirements.
  • Develop supporting materials including:
    • Technical volumes
    • White papers
    • Quad charts
    • Rough Order of Magnitude (ROM) estimates
    • Cost volumes
    • Executive summaries
    • Capability statements
    • Concepts of Operation (CONOPS)
    • Operational use cases
  • Submit proposals through applicable government portals and systems.

Future Concepts & Operational Integration

  • Develop and articulate future operational concepts that align emerging technologies with evolving mission requirements.
  • Translate technical capabilities into mission-focused operational use cases that demonstrate clear value to end users.
  • Work with internal and external stakeholders to define Concepts of Operation (CONOPS) for future products and integrated solutions.
  • Understand customer problem sets and identify opportunities where current and future capabilities can solve operational challenges.
  • Help shape future product investments by connecting customer requirements to emerging technologies.
  • Develop compelling narratives that communicate how capabilities improve mission effectiveness, survivability, interoperability, and decision-making speed.
  • Support the creation of demonstrations, pilot programs, and prototype concepts that showcase future operational value.

Customer Engagement & Strategic Alignment

  • Build relationships with government stakeholders, operators, and strategic partners.
  • Collect and document customer endorsements, user feedback, and operational observations to strengthen proposals and future submissions.
  • Incorporate customer success stories and operational outcomes into proposal narratives whenever applicable.
  • Collaborate with leadership to develop customer-facing messaging that highlights mission impact and operational relevance.
  • Track emerging government initiatives and align internal capabilities to future customer needs.

Executive & Congressional Engagement

  • Support executive leadership in preparing and delivering briefings to senior military leaders, congressional members, and congressional professional staff members.
  • Develop concise, compelling executive-level presentations that communicate technical capabilities, operational value, and strategic relevance.
  • Translate highly technical information into language appropriate for non-technical decision makers.
  • Assist in preparing white papers, leave-behind materials, talking points, one-page summaries, and congressional engagement packages.
  • Support technology demonstrations and customer engagements with senior defense stakeholders.
  • Help articulate how company capabilities align with national defense priorities, modernization efforts, and future operational requirements.
  • Participate in strategic engagements with government customers, industry partners, and key decision makers.

Required Qualifications


  • Bachelor's degree in Engineering, Business, Government, Political Science, Public Policy, or a related field.
  • 5+ years of experience in government proposal development, capture management, or strategic opportunity management.
  • Direct experience developing and submitting SBIR/STTR proposals.
  • Experience with DoD solicitations and innovation pathways.
  • Strong technical writing, editing, and presentation development skills.
  • Experience managing multiple concurrent proposal efforts.
  • Ability to develop compelling future concepts, operational use cases, and customer-centric narratives.
  • Ability to synthesize technical, operational, and strategic information into concise executive-level products.
  • Excellent organizational and project management skills.
  • Excellent verbal and written communication skills.
  • Ability to work independently in a remote environment.

Additional Desired Qualifications


  • Military Science & Technology (S&T) experience strongly preferred.
  • DoD G-8, programming, requirements, or resource management experience preferred.
  • Experience supporting organizations such as:

    • DEVCOM

    • NavalX
  • Experience working with:
    • PPBE processes
    • Requirements development
    • Capability gaps

  • Experience briefing senior military leaders, flag officers, congressional members, and congressional staff.
  • Experience in defense technology, unmanned systems, robotics, autonomy, AI-enabled systems, or tactical communications.
  • Active security clearance is a plus.

Physical Requirements and Working Conditions


  • Must be able to walk, stand, and navigate large indoor and outdoor facilities for extended periods of time.
  • Ability to lift, carry, and move materials and equipment weighing up to 25 lbs on a regular basis.
  • Use of personal protective equipment (PPE) may be required in designated areas or when performing specific tasks, in accordance with safety protocols and company policy.
  • May be required to climb ladders, stoop, kneel, or crouch during inspections, maintenance walk-throughs, or emergency response situations.
  • Regular exposure to facility operations including noise, dust, temperature fluctuations, and industrial equipment.
  • Occasional off-hours or weekend work required for emergency facility responses or projects as needed
  • Requires frequent use of a computer and other standard office equipment for documentation, communication, and coordination tasks.
