Position Overview

SMX is seeking an experienced Project Manager to support the NIH Data Access and Data Linkage Services BPA. The selected candidate will manage day-to-day project activities supporting data access, data linkage, cloud platform operations, technical support, and stakeholder engagement initiatives. This role requires strong project coordination, reporting, risk management, and customer communication skills within a federal environment.

Responsibilities

• Manage project workstreams, schedules, milestones, and deliverables.
• Track risks, issues, dependencies, action items, and project status.
• Coordinate meetings, prepare agendas, document meeting minutes, and monitor follow-up actions.
• Prepare weekly and monthly status reports, dashboards, presentations, and project documentation.
• Coordinate teams supporting cloud services, data access, data linkage, governance, technical support, and user engagement.
• Ensure deliverables meet quality, timeliness, and contractual requirements.
• Identify and escalate project risks, staffing concerns, schedule impacts, and customer issues.
• Support quality assurance activities, security documentation, Section 508 compliance, and customer reporting requirements.

Required Qualifications

• U.S. Citizen.
• Minimum 5 years of experience in project management, federal IT, cloud services, data analytics, technical support, or federal program operations.
• Experience managing projects of similar size, scope, and complexity.
• Proven experience maintaining project schedules, risk logs, issue trackers, action items, and deliverable documentation.
• Strong customer-facing communication and stakeholder management skills.
• Excellent written and verbal communication skills.
• Ability to obtain and maintain NIH/HHS suitability or Public Trust clearance.

Preferred Qualifications

• PMP or equivalent project management certification.
• Experience supporting NIH, HHS, CMS, public health, research, grants, or healthcare-related programs.
• Familiarity with CMS data, data linkage methodologies, privacy-preserving record linkage, or statistical analysis.
• Experience providing technical assistance and communications support to federal stakeholders.
• Knowledge of FISMA, FedRAMP, ATO, CUI, Data Use Agreements, HSPD-12/PIV, and federal security compliance requirements.
