Status: Full Time Contract, Management (12 months)

Hours: 36.25 hours/ week

Salary: $97,800 To $111,000 (CAD) Annually. Starting salary is determined through qualifications, experience, and internal equity considerations.

Position Description

Reporting to the Director, Clinical Services, the Manager, Health Services, will support clinical and administrative operations through the development and oversight of operational procedures for the Health Services Team. This position will ensure effective and efficient service delivery while meeting Ministry standards and balancing program and corporate strategic priorities and will provide oversight of clinical service delivery programs supporting the life span.

Main Responsibilities

Coordination of Service Provision for Services Provided by Direct Reports:

  • Monitor processes and standard operating procedures to ensure timely and equitable access to services within Surrey Place.
  • Analyze data and forecast client needs.
  • Develop and monitor services, in response to the needs of external partners, problem solving as required to effectively utilize service/staffing capacity and resources as needed.
  • Work collaboratively with Surrey Place VPs, Directors, and Managers to source clinicians from various programs across the organization to promote interprofessional services and develop service offerings.
  • Support, oversee, and manage diverse clinical teams and working groups.
  • Engage staff across multiple regulated health professions, supporting program changes in their work using change management frameworks.
  • Develop waitlists and tiered services to support clients and/or families referred to Surrey Place.
  • Work collaboratively with external organizations to enhance community partnerships and engagement.
  • Develop and lead Community of Practice meetings to engage program partners and ensure communication is fluid amongst multiple agencies.

Administration:

  • Develop and monitor systems to ensure effective resource and program management.
  • Participate in funder contract and alternative revenue management and reporting processes.
  • Provide leadership and support to key program and agency initiatives and strategic directions.
  • Assign clinicians cases from multiple waitlists.

Data and Process Management:

  • Develop and oversee processes and standard operating procedures.
  • Program lead for monthly and/or quarterly Ministry Reporting.
  • Liaise with partner agencies and the Operational Excellence department to ensure accurate completion of data.
  • Develop and monitor systems to ensure effective tracking.
  • Work collaboratively with community provider agencies to ensure coordination of information, services, and supports for caregivers.
  • Gather and analyze service data relevant to funder and ministry requirements, ensuring accuracy and alignment with reporting standards.
  • Collaborate with the data team to ensure effective dissemination of parent surveys and program evaluations, ensuring timely collection of feedback, accurate data analysis, and actionable insights to support continuous program improvement.
  • Track internal and external data to inform Directors and the VP, Clinical Services of staff capacity and service development.
  • Gather, summarize, and action feedback from consumer experiences to improve systems and services.
  • Implement and monitor operational/administrative quality improvement processes and measures (e.g., client database, administrative requirements, etc.).

People Services/Operations Management:

  • Support the Director, Clinical Services to ensure People Services and Operations requirements are met.
  • Hiring, supervision, and annual review of frontline staff including management of vacation/LOA requests, sick leave, and accommodations.
  • Foster a productive team environment by effectively solving problems and coaching, mentoring, and motivating staff.
  • Provide employees with feedback and ensure skills development and training needs are identified, and proper training is planned and executed.
  • Oversee staff in the delivery of activities within the clinical programs.
  • Develop and monitor implementation of staff orientation and training procedures.
  • Support the Director, Clinical Services and the VP, Clinical Services to manage and plan program budgets, ensuring efficient allocation of resources, adherence to financial guidelines, and maintaining cost-effectiveness and alignment with program objectives.

Qualifications

  • Bachelor’s degree in a related field is required, or equivalent education and experience; Master’s degree is considered an asset.
  • 3 years’ related experience, and a thorough understanding of clinical services within children and adult programs.
  • A passion for leading, motivating and developing staff skills.
  • Previous clinical experience working with individuals with autism spectrum disorder (ASD) and Intellectual and Developmental Disabilities (IDD), and their families.
  • Knowledge of the developmental services sector.
  • Knowledge of different regulated health professions, their regulating bodies, and varied evidence-based service models.
  • Management and administrative experience in a unionized environment is considered an asset.
  • Change management experience – leading change and supporting staff through periods of transition.
  • Project management experience demonstrated through developing and establishing new projects or initiatives.
  • Excellent leadership, communication (both oral and written), interpersonal, and problem-solving skills.
  • Commitment to excellence and results focused.
  • This position may require some evening and Saturday work.
  • A satisfactory Police Records Check (Vulnerable Sector Screening).
  • Proficient with MS Office (Word, Excel, PowerPoint, and Outlook).
  • Fluency in French is considered an asset.
