Position Overview
SMX Services & Consulting is seeking a Technical Lead / Integrator to support the IRS Branded Prescription Drugs Application Support Systems Recompete. This role will provide senior technical leadership, integration coordination, configuration management support, release planning, project tracking, and production sustainment support for a Java-based enterprise web application supporting IRS business operations.
The Technical Lead / Integrator will work closely with IRS project leadership, technical teams, business stakeholders, and enterprise support organizations to ensure successful operations and maintenance, future enhancements, modernization, knowledge transfer, and delivery lifecycle execution.
Key Responsibilities
- Lead technical integration activities across people, process, technology, and delivery workstreams.
- Coordinate with the IRS Project Manager and stakeholders to guide maintenance, enhancement, modernization, and sustainment of the BPD production application.
- Support PMO launch activities, project planning, resource planning, and technical coordination.
- Create and maintain master project schedules, project plans, milestones, dependencies, and action trackers.
- Track inter-project deliverables, schedule impacts, resource impacts, risks, issues, and dependencies.
- Support system integration, testing, release planning, test readiness reviews, and program-level coordination.
- Assess and document the impact of change requests, enhancements, corrective maintenance items, and system modifications.
- Support technical status reporting, Management Review Board preparation, meeting facilitation, agendas, minutes, and executive-level updates.
- Support configuration management, baseline control, change control boards, version control, and release coordination.
- Coordinate knowledge transfer activities and support transition planning.
- Support JIRA and Confluence usage for requirements tracking, workflow management, documentation, and collaboration.
- Help ensure continuity of services and sustained operational support throughout the project lifecycle.
Required Qualifications
- 10–12 years of experience in technical leadership, systems integration, configuration management, software delivery coordination, or enterprise application sustainment.
- Experience supporting production enterprise applications in a federal, regulated, or mission-critical environment.
- Experience coordinating software development, maintenance releases, testing, deployment, and O&M activities.
- Strong understanding of SDLC, Agile delivery, release management, and production support practices.
- Experience with project planning, scheduling, dependency tracking, risk tracking, and technical reporting.
- Experience using JIRA and Confluence for workflow management, documentation, and collaboration.
- Experience supporting Java-based application environments.
- Ability to communicate clearly with technical teams, business stakeholders, government leadership, and contractor teams.
- Ability to prepare executive-level technical briefings, meeting minutes, project plans, and status reports.
Desired Qualifications
- IRS, Treasury, or federal IT delivery experience.
- Experience with OneSDLC, enterprise lifecycle processes, or similar government software delivery frameworks.
- Experience with Java, Spring Framework, Spring Boot, Spring Security, SQL Server, Splunk, Business Objects Enterprise, OpenShift, Kubernetes, AWS, Azure, and enterprise container platforms.
- Experience supporting FISMA systems, vulnerability remediation, Q-Compliance, audit preparation, and security documentation.
- Experience supporting Section 508 remediation and accessibility compliance.
