Job description

Job Scope / Supervision:

The VP, Legal & Regulatory serves as a senior advisor to executive leadership and business partners on legal, regulatory, and ethical issues while leading cross-functional initiatives across the organization.

This role interfaces regularly with Product, Operations, Sales, HR, and Finance to support business objectives and ensure regulatory compliance across global operations.

The VP will represent GTT before regulatory authorities, policymakers, and industry organizations, including direct engagement on regulatory matters. The role includes regular interaction with executive leadership and Board-level stakeholders on regulatory risk, compliance posture, and strategic initiatives.

The position reports to the Chief Legal Officer (or SVP, Legal) and may oversee members of the Legal Department.

Duties and Responsibilities:

Regulatory Leadership

  • Lead GTT’s global telecommunications regulatory strategy, including oversight of licensing, authorizations, and compliance obligations across key jurisdictions (e.g., FCC, Section 214, Ofcom, EU frameworks, and other national regulators)
  • Advise on regulatory implications of network operations, including cross-border data flows, infrastructure deployment, and global connectivity services
  • Oversee responses to regulatory inquiries, audits, investigations, and enforcement actions across jurisdictions
  • Partner with Government Affairs and external counsel on advocacy, rulemakings, and industry consultations
  • Monitor geopolitical, national security, and regulatory developments impacting telecommunications providers, including sanctions, supply chain risks, and foreign ownership restrictions
  • Provide legal leadership on interconnection, peering, numbering, and carrier regulatory obligations

Enterprise Legal & Risk Leadership

  • Provide executive-level counsel on high-risk, high-impact matters, including regulatory enforcement exposure, cybersecurity obligations, data protection, and national security reviews (including CFIUS and Team Telecom)
  • Lead development and implementation of enterprise legal risk frameworks aligned with global telecommunications operations
  • Support strategic transactions (M&A, divestitures, joint ventures) with a focus on regulatory approvals and integration risks
  • Establish governance frameworks for data, AI, and security aligned with evolving regulatory requirements

Legal Advisory & Business Support

  • Provide clear, actionable, and business-oriented legal and regulatory advice to senior leadership and operational teams
  • Liaise with internal business functions (Product, Operations, Sales, HR, Finance) to support business initiatives and enable growth
  • Lead, advise on, and oversee a wide range of legal matters, including regulatory affairs, corporate law, commercial contracts, employment law, litigation, cybersecurity, and privacy
  • Ensure compliance with applicable laws, regulations, and internal policies across all jurisdictions
  • Instruct and manage external counsel in a cost-effective and strategic manner
  • Deliver high-quality legal support in a timely and efficient manner

Required Experience / Qualifications:

  • Law degree from an ABA-accredited law school and active membership in good standing with at least one U.S. state bar
  • 15+ years of relevant legal experience, including a combination of law firm and in-house roles
  • Significant experience in telecommunications law and regulation, including multinational network operations, licensing, and regulatory compliance frameworks
  • Deep understanding of commercial law and its application in complex business environments
  • Extensive experience advising on multi-jurisdictional telecommunications regulatory frameworks across North America, Europe, and other global markets
  • Demonstrated experience navigating regulatory approvals and national security reviews in cross-border transactions involving telecommunications assets

Preferred Experience:

  • Experience in a global telecommunications or technology organization
  • Experience engaging directly with regulators and industry bodies
  • Background supporting multinational operations and cross-border legal frameworks

Hours / Travel:

  • Full-time position (40 hours/week)
  • Travel as required based on business needs
