Job Summary:
We’re looking for a Senior Proposal Manager to own our bid program end to end from the moment we receive an RFP to the day we submit, and through any follow-on BAFO or oral presentation support.
You will own the win strategy and narrative for each bid alongside Sales leadership, write and edit substantial portions of every response, and build the content infrastructure that makes each successive bid stronger than the last.
You’ll work across Product, Engineering, Operations, Legal, Security, and Finance to extract the inputs that make our responses credible, and you’ll be the person who turns those inputs into clear, persuasive, compliance-meeting proposal language. You’ll also be a disciplined user of AI tooling to accelerate drafting and content reuse, with the judgment to know when AI output meets the bar and when it needs significant human intervention.

What You'll Own
Proposal Operations & Compliance
- Manage the full bid lifecycle for 8-12 major municipal RFPs per year: kickoff, compliance matrix, schedule, review cycles, production, and on-time submission.
- Build and maintain bid governance processes that create predictability and accountability across contributing teams.
- Track and manage all RFP requirements, addenda, and clarifications; flag compliance risks early and resolve them before they become submission issues.
- Own the go/no-go input process and maintain a bid calendar that gives leadership clear line-of-sight into upcoming pipeline.
Narrative & Content Leadership
- Develop the win theme and narrative strategy for each bid in partnership with Sales; ensure that strategy is consistently reflected across every section of the response.
- Write and edit executive summaries, company overviews, approach narratives, implementation plans, and other long-form sections.
- Conduct structured SME interviews and working sessions to extract technical, operational, and compliance content; translate that input into polished proposal language.
- Review all contributed sections for consistency of voice, accuracy, and alignment with the win story; push back when content doesn’t serve the response.
Content Library & Infrastructure
- Build and maintain a reusable proposal content library: baseline answers to common RFP questions and technical requirements, modular narrative blocks, case studies, client references, proof points, certifications, and past performance documentation.
- Continuously improve library content based on evaluation feedback, new contract wins, and product and capability updates.
- Develop and maintain standard templates for common response structures used in municipal technology procurement.
AI-Enabled Productivity
- Use AI tools actively to accelerate first-draft generation, content adaptation, and library search - with clear personal quality controls for accuracy, compliance, and confidentiality.
- Help establish and follow internal protocols around what proposal content and client data can appropriately be used with AI tooling.
- Stay current on emerging AI capabilities relevant to proposal development; identify and recommend tooling improvements over time.
What We’re Looking For
Required
- 5+ years of proposal management or bid writing experience, with direct ownership of complex, long-form RFP responses.
- Demonstrated experience in public-sector or regulated B2G technology procurement (govtech, infrastructure, SaaS sold to government agencies, or similar).
- Strong writing and editing skills — you need to be able to show us proposals you wrote, not just managed.
- Experience coordinating multi-stakeholder input processes and holding contributors to deadlines without formal authority.
- Hands-on familiarity with AI writing and productivity tools (ChatGPT, Claude, Copilot, or similar) and a clear point of view on where they add value and where they require caution.
- Exceptional organizational and project management skills; comfortable owning multiple concurrent workstreams under deadline pressure.
Preferred
- APMP certification (Foundation or Practitioner) or equivalent formal proposal methodology training (Shipley, etc.).
- Experience with municipal parking, curbside management, citation processing, or adjacent public-sector technology sectors.
- Familiarity with public procurement frameworks and common RFP structures used by US municipalities and transportation authorities.
- Experience building or significantly improving a proposal content library from the ground up.
- Exposure to oral presentation preparation and BAFO processes.
What Success Looks Like
In your first 90 days, you’ve taken ownership of the active bid calendar, audited our existing content library and identified the highest-priority gaps, and led or co-led at least one complete proposal cycle.
By six months, the library is materially stronger, SMEs know what to expect from working with you, and you’ve introduced at least one process or tooling improvement that’s already saving time.
By year one, our proposals are more consistent, more competitive, and built more efficiently — and you’re the person who made that happen.
