Job description

Overview:

FWI is seeking an Economic and Financial Analysis Subject Matter Expert to join our Real Property Support Services (RPSS) Multiple Award Task Order Contract (MATOC) team supporting USACE HNC. You will work directly alongside Garrison staff and installation leadership at DoD installations — providing the economic and financial expertise they need to evaluate options, build defensible business cases, and make informed, well-supported decisions about facility investments and resource allocation.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8am to 5pm.  Potential on-site requirements at DoD installations.

Responsibilities:
  • Conduct economic analyses, business case analyses, and alternatives analyses for DoD installation requirements
  • Develop life-cycle cost analyses (LCCA) that compare multiple courses of action and identify the most cost-effective approach
  • Present findings in clear, well-organized written reports and briefings tailored to a Government audience
  • Coordinate with Garrison staff and USACE HNC points of contact throughout each analysis
  • Ensure all analyses remain within scope — no Master Planning per UFC 2-100-1, no work leading to design or construction
  • Handle all work products at the CUI level in compliance with CMMC Level 2 requirements

 

Qualifications:

Required: 

  • Demonstrated experience conducting federal or DoD economic analysis, business case analysis, or alternatives analysis
  • Familiarity with life-cycle cost analysis (LCCA) methodologies and federal economic analysis standards
  • Strong quantitative skills — you are comfortable working with data and building defensible analytical frameworks
  • Excellent written communication skills — your reports need to be clear, accurate, and ready for senior Government review
  • Experience briefing analytical findings to federal agency stakeholders preferred
  • IAT Level I professional certification

Desired: 

  • Background in DoD or federal facilities programming or investment planning
  • Familiarity with OMB Circular A-94 or DoD-specific economic analysis guidance
  • Prior military service or experience in installation resource management
