Job Title: Director of Metro District   Management

FLSA Status: Full-time, Exempt

Reports to: Regional VP - Central

Location: Remote - Colorado


Summary

The Director of Metro District Management is a strategic and operational leader responsible for guiding the foundation of Cohere’s metro district service line—standardizing delivery, shaping our approach, and embedding Cohere’s Community Building Model™ into governance and operations.

This role blends subject matter expertise in metro districts with Cohere’s relational, community-first philosophy, ensuring district governance, financial management, and operations are aligned with long-term community outcomes.
 

Reporting to senior leadership and working cross-functionally, the Metro District Lead will design scalable systems, cultivate key industry relationships, and position Cohere earlier in the development lifecycle.

Primary Responsibilities 

Metro Service Line Development + Standardization

  • Define and implement Cohere’s metro district operating model, including governance, financial management, pricing strategy, and service delivery standards 
  • Build repeatable systems, playbooks, and workflows that ensure consistency across all metro engagements 
  • Establish clear roles, responsibilities, and integration points between metro district and HOA/community management teams 
  • Ensure all metro district services reflect and reinforce Cohere’s Community Building Model™ 
  • Position Cohere as a trusted partner across the full metro district lifecycle (formation through operations and transition) 
  • Develop frameworks that allow Cohere to engage earlier in the development process 

Strategic Growth + Market Engagement (Support Role)

  • Partner with Regional Vice Presidents and senior leadership to support metro-related pursuits, proposals, and market expansion efforts 
  • Leverage subject matter expertise to shape deal structure, pricing strategy, and service approach 
  • Build and maintain relationships with key industry partners, including developers, attorneys, and financial advisors 
  • Serve as a visible representative of Cohere in the metro district space 
  • Identify and surface strategic opportunities aligned with Cohere’s growth priorities, in partnership with RVPs 
  • Contribute to the development of RFP responses, presentations, and positioning materials 
  • Serve as a trusted voice in early-stage conversations, ensuring alignment between opportunity, operational feasibility, and long-term success 

Financial & Performance Leadership

  • Partner with Finance to define metro financial models, including budgeting, forecasting, and fee structures 
  • Ensure alignment between financial assumptions and operational realities 
  • Support development of reporting tools that provide visibility into performance and profitability 

Internal Enablement & Leadership

  • Serve as Cohere’s internal subject matter expert on metro districts 
  • Support Regional VPs, Regional Directors, and community teams with: 
    • Governance guidance 
    • Operational best practices 
    • Complex problem-solving 
  • Provide training, tools, and scalable resources to ensure teams can confidently deliver metro district services 
  • Foster alignment across departments (Operations, Finance, Marketing, Technology) to ensure integrated service delivery 

Operational Integration + Execution Support

  • Work collaboratively across departments to ensure seamless implementation of metro district services 
  • Integrate communication, governance, and financial workflows into Cohere systems 
  • Support onboarding and transition of new metro communities 
  • Identify gaps and continuously refine systems to improve efficiency, scalability, and experience

Knowledge & Requirements

  • Experience in metro districts, special districts, or public governance structures required
  • Experience building or scaling programs or service lines
  • Experience shaping operational models and enterprise systems
  • 5 years of operations management experience
  • Experience working with municipal government and/or public agencies beneficial.
  • Financial acumen and experience preparing and monitoring budgets.
  • Excellent verbal, written and personal communications skills.
  • Ability to create strategic management/leadership plans.
  • Excellent troubleshooting skills
  • Ability to provide one’s own transportation; must have a current drivers’ license and an acceptable driving record
  • Willing and able to maintain a flexible schedule, and travel as required to support markets and partners

Job Type: Full-Time, Exempt; Pay $120,000 - $135,000 per year; bonus eligibility of up to 10% of annual salary
