Requirements:

  • Reviews vendor deliverables (technical plans, statements of work); maintains project documentation libraries in Microsoft Teams and SharePoint; submits monthly SPIRE data and supports portfolio management activities

Job description

This Sr. Aviation Systems Analyst position will provide critical technical and engineering support related to Federal Aviation Administration (FAA) NextGen (now part of The Airspace Modernization Office) —required by the FAA Reauthorization Act of 2024, responsible for modernizing the National Airspace System (NAS), including planning, research and development, systems engineering, and portfolio management.  The Integrated NAS Design and Procedure Planning office covers Performance Based Navigation (PBN) Initiatives projects, which includes Multiple Air Route Separation (MARS), a NextGen concept intended to ease congestion at airports by deconflicting arrivals and departures, resulting in increased efficiency, reduced controller/pilot workload, fuel and time savings, and predictable, repeatable flight paths.

The Sr Aviation Systems Analyst will support the overall program and mission of the FAA’s NextGen Organization, providing engineering, operational, and management support. The role will require significant stakeholder engagement and provide technical and programmatic advice, including Air Traffic Control knowledge and/or PBN knowledge to the customer.

ESSENTIAL REQUIREMENTS

  • Must be able to obtain a customer clearance for access to facilities, equipment, and property.

  • Prepares programs/projects management artifacts such as Powerpoint briefings, Project Level Agreements (PLAs), and Resource Planning Documentation (RPD).  

  • Advanced computer skills, knowledge of FAA practices and Microsoft Tools including Project Management skills.

  • Highly motivated, well organized, reliable and results-oriented aviation professional; must be able to grasp and apply new concepts quickly.

  • Background in systems analysis, business processes and analytics, project management, and collaborative problem-solving skills strongly encouraged.

  • Excellent communication skills and presentation skills.

  • High Emotional intelligence – able to build productive & positive working relations with co-workers with varying technical & business backgrounds.

  • Growth and agile mindset with solid work ethics, embracing diversity.

  • Strong attention to details, with the ability to drill down into very tactical considerations to ensure accuracy in deliverables.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.
 

  • Provides program management support including, but not limited to, analysis, technical documentation reviews, oversight on day-to-day task management, and documenting program/ project requirements including aligning future FAA PBN Initiatives strategies along with documenting a history trail of any project course changes.

  • Provides analytical support including, but not limited to, conduct of analytical studies with the documentation and presentation of results to various audiences.

  • Competent at preparing and delivering cohesive presentations designed to meet the goals and objectives of the subject and fulfills audience needs.

  • Develops working papers, information papers, and various presentations.

  • Maintains weekly agendas for PBN cross-organizational core team meetings.  Verifies all meetings have accurate briefings and all materials are shared and vetted with the proper organizations.

  • Prepares programs/projects management artifacts such as Powerpoint briefings, Project Level Agreements (PLAs), and Resource Planning Documentation (RPD).  

  • Develops quarterly Program Management Review (PMR) and Portfolio Review Management Review (PfMR) briefings.  Works on making sure all Portfolio deliverables are delivered on-time with accurate supporting materials.

  • Reviews, verifies, and makes recommendations for improvements to vendor deliverables such as technical plans and statement of work.

  • Develops and maintains program/project schedules including providing weekly project notes and updates miscellaneous reports for the FAA Program Office

  • Tracks program risks, issues, actions, and deliverables.

  • Develops and submits monthly Strategic Business Management goals into the FAA’s SPIRE database.

  • Maintains each project’s document library and archive within Microsoft Teams and SharePoint.

  • Other duties may be assigned.

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of eight (8) years’ relevant experience, or equivalent combination of education/experience in program analysis and evaluation.

Prior FAA NextGen experience preferred.

PHYSICAL DEMANDS

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects, and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk, and stoop, kneel, crouch, or crawl. May occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic. May be required to wear safety and personal protective equipment.

The estimated pay range for this role is $120k to $130k, with the final offer contingent on location, skillset, and experience.
