OVERVIEW
The Sr. Manager, Product Management is a senior product leader within the Elections Products division. Reporting to the VP of Elections Products, this role partners closely with the VP to develop and execute product strategy, and takes primary ownership of roadmap execution, team leadership, and cross-functional coordination across our elections technology portfolio, ensuring our solutions remain efficient, secure, scalable, and deeply aligned with the needs of election administrators nationwide.
This role directly manages Product Managers who oversee feature delivery and Product Owners, as well as the Product Design function. The Sr. Manager bridges product strategy and day-to-day execution, partnering closely with the Sr. Manager, Business Solution Architecture to translate customer and market needs into platform capabilities, and with cross-functional leadership across Engineering, QA, and Solution Delivery to drive successful product outcomes.

Product Strategy and Vision
- Partner with the VP, Elections Products to develop and refine the product vision, strategy, and 6-to-24-month roadmap for the Election Products portfolio, and take primary ownership of roadmap execution aligned with organizational goals and the needs of election administrators.
- Translate market trends, competitive intelligence, and customer feedback into clear, prioritized product direction.
- Serve as a key contributor to product strategy in partnership with the VP, Elections Products, providing market intelligence, roadmap input, and operational insight to inform strategic direction and business objectives.
- Support business development efforts including RFP responses, product demonstrations, and go-to-market strategy development.
Team Leadership and Development
- Directly manage and develop the Group Product Manager and Product Design team, establishing clear expectations, growth plans, and a culture of accountability and continuous improvement.
- Provide strategic direction to the Group Product Manager on feature prioritization, release planning, and Product Owner effectiveness.
- Mentor and grow product management and design talent across the division, fostering a high-performance, collaborative team culture.
- Partner with HR and senior leadership on workforce planning, hiring, and team development across the product organization.
Cross-functional Collaboration
- Act as a key cross-functional liaison between the product organization and partners across Engineering, Solution Architecture, QA, Solution Delivery, and Sales, ensuring alignment on priorities and effective execution.
- Partner with the Sr. Manager, Solution Architecture to ensure customer needs are translated into scalable platform capabilities, protecting platform integrity from one-off customizations.
- Build and maintain strong relationships with customers, election officials, and external stakeholders to gather feedback and drive product adoption and satisfaction.
- Collaborate with business development teams to identify new market opportunities and support go-to-market execution.
Roadmap Governance and Execution
- Review and approve the feature roadmap developed by the Group Product Manager, ensuring prioritization reflects both strategic intent and delivery capacity.
- Define, monitor, and report on key performance indicators to measure product success, customer satisfaction, and team effectiveness.
- Leverage data-driven insights to refine product offerings, inform trade-off decisions, and identify areas for improvement across the product lifecycle.
- Oversee the product lifecycle from ideation through launch and iteration, ensuring continuous improvement based on user feedback and market dynamics.
Market Intelligence and Industry Engagement
- Conduct and synthesize market research to identify trends, opportunities, and competitive threats in the election technology space.
- Maintain current knowledge of election administration processes, regulatory requirements, and compliance standards relevant to elections software.
- Represent the organization at industry events, customer meetings, and workshops as an advocate for the product vision and TCG's elections technology mission.
- Adhere to the organization's security policies, procedures, and controls to protect confidential information and ensure compliance with SOC 2 requirements.
QUALIFICATIONS
- Bachelor's degree in Business, Computer Science, or a related field.
- 10+ years of progressive experience in product management, technology, or a related field, with clear escalation of responsibility over time.
- 7+ years of direct product management experience, with a demonstrated track record of owning product strategy, roadmap, and full product lifecycle for complex software products.
- 3+ years of people management experience, including managing product managers or senior individual contributors.
- Proven ability to drive product vision and lead cross-functional teams in an Agile delivery environment.
- Strong analytical and problem-solving skills, with the ability to synthesize data, customer feedback, and market inputs into clear and actionable product direction.
- Excellent communication and interpersonal skills, with demonstrated ability to influence stakeholders at all levels of the organization.
- Experience with B2G SaaS, platform software, or regulated industry products.
- Comfortable operating both strategically and hands-on in a fast-paced, growth-oriented environment.
PREFERRED QUALIFICATIONS
- Experience in elections technology, civic technology, or government and public sector software.
- Knowledge of election administration processes and regulatory compliance standards.
- Experience leading or partnering closely with product design teams or UX functions.
- Familiarity with platform software business models and the challenge of abstracting customer variation into scalable platform capabilities.
- Advanced degree (e.g., MBA) or relevant certifications (e.g., Certified Scrum Product Owner).
- Strong data analytics capabilities and a track record of data-driven decision-making.
- Experience supporting business development efforts including RFP processes and client presentations.
PHYSICAL REQUIREMENTS
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at a time.
- May be required to work on-call or long hours, if necessary, in case of serious network malfunction.
