Requirements:

Position Description:

Valiant Solutions is seeking a GWAC and Growth Program Manager to join our rapidly growing and innovative cybersecurity team!

 

The GWAC and Growth Program Manager is accountable for the full lifecycle of one or more assigned government-wide acquisition contracts (GWACs), multiple award contracts (MACs), or agency-wide indefinite delivery/indefinite quantity (IDIQ) vehicles. The role serves as the single named point of contact for the contracting agency, the company's contracting officer, and internal stakeholders for everything related to the assigned vehicles.

The GWAC and Growth Program Manager owns two interlocking domains: business development and contracts management. On the business development side, the role drives the conversion of vehicle access into awarded task orders by building pipeline, managing customer relationships, qualifying opportunities, and supporting capture and proposal teams with writing and pricing support. On the contracts management side, the role administers vehicle-level contract actions, negotiates modifications, manages compliance and reporting, and oversees teaming and subcontract relationships.

This is a senior, results-oriented role. The successful candidate is accountable for documented annual win-rate and revenue targets across the assigned vehicle portfolio and for sustained compliance with each vehicle's terms.

Qualifications:

  • Bachelor's degree in business, public administration, contracts management, engineering, or a related field.
  • Minimum of 10 years of experience supporting federal government programs, with at least 5 years directly managing projects and deliverables.
  • Demonstrated history of successful process management / improvement, managing customer communications, and project strategy.
  • Strong written and verbal communication skills, including the ability to brief executive leadership.
  • Proficiency with Microsoft Office, customer relationship management tools, and pipeline management platforms (for example, GovWin IQ, Salesforce, or Deltek GovWin Capture).
  • United States citizenship and ability to obtain and maintain a Public Trust clearance at minimum.

Desired Qualifications:

  • Master's degree in business administration, public administration, contracts management, or a related field.
  • Active Secret or Top Secret security clearance.
  • Working knowledge of the Federal Acquisition Regulation (FAR), agency-specific FAR supplements, and fair opportunity ordering procedures under FAR Subpart 16.5.
  • Project Management Professional (PMP) certification, Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), or Defense Acquisition Workforce Improvement Act (DAWIA) certification.
  • Shipley capture and proposal methodology training or equivalent capture management certification.
  • Direct experience as a prime on more than one of the following vehicles: GSA Alliant 2, GSA OASIS+, GSA Polaris, GSA Multiple Award Schedule, NIH CIO-SP4, NASA SEWP, 8(a) STARS III, or DHS EAGLE Next Gen.
  • Experience standing up or operating a contract vehicle program management office or center of excellence.
  • Experience managing mentor-protégé arrangements, joint ventures, or 8(a) and small business teaming structures.
  • Established working relationships with vehicle program management offices at GSA, NIH NITAAC, NASA SEWP, or similar.
  • Experience supporting Defense Contract Audit Agency (DCAA) audits, GSA Industrial Operations Analyst reviews, or other federal contract audits.
  • Experience operating in a matrixed organization across capture, proposals, contracts, pricing, and delivery functions.
  • Familiarity with cybersecurity maturity model certification (CMMC), Section 508, and supply chain risk management compliance requirements at the task order level.

Key Responsibilities:

Business Development

  • Establish and maintain working relationships with vehicle program management offices, ordering contracting officers, and agency small business specialists.
  • Assist the Growth organization in building and maintaining a 24-month task order pipeline for each assigned vehicle, including named opportunities, estimated values, anticipated release dates, and incumbent information.
  • Source opportunities from agency forecasts, vehicle program management office briefings, market intelligence tools, and direct customer engagement.
  • Attend industry days, ordering guide updates, and program office town halls. Distribute readouts to the Account Teams within 48 hours.
  • Coordinate customer calls with capture managers in advance of major opportunities and document each call in the pipeline tool.
  • Serve as the vehicle subject matter expert during proposal development, including ordering guide compliance, vehicle-specific labor categories, and rate ceilings.
  • Confirm compliance with the vehicle ordering guide and the company's bid strategy.
  • Identify subcontractors and teaming partners that fill capability or socioeconomic gaps on the vehicle.
  • Manage the partner ecosystem on the vehicle by onboarding new partners, tracking partner performance, and retiring underperforming partners from active teaming.
  • Own the documented annual win-rate and task order revenue targets for each assigned vehicle.
  • Assist proposal teams with writing and pricing as needed.

Contracts Management

  • Maintain the master file for each assigned vehicle, including the basic contract, all modifications, ordering guide, attachments, and approved labor categories.
  • Track all vehicle-level deadlines, including option exercises, on-ramp windows, recompete dates, and contract close-out milestones.
  • Submit all vehicle-required reports on schedule, including CPARS inputs, subcontracting reports, and small business participation reports.
  • Initiate vehicle-level modifications when scope changes, on-ramps, or rate adjustments are required.
  • Lead negotiations with the contracting officer on bilateral modifications, with Contracts Management and Legal as required signatories.
  • Maintain a modification log for each vehicle that records the request, status, government counterpart, and outcome.
  • Review every task order award document for accuracy against the proposed terms before acceptance.
  • Coordinate task order kickoff with the assigned program manager, the Contracts Manager, and the customer.
  • Manage task order modifications, options, and close-out activities through the assigned program managers and report status to Contracts and Growth.
  • Confirm that each task order proposal complies with the vehicle ordering guide, fair opportunity rules, and any vehicle-specific clauses (for example, Section 508, supply chain risk management, or cybersecurity maturity model certification).
  • Track subcontracting plan performance against committed small business goals on each vehicle and report variances to the Contracts Manager monthly.
  • Coordinate audit responses, including DCAA requests and GSA Industrial Operations Analyst reviews.
  • Approve all teaming agreement and subcontract terms on the vehicle before execution, working with Contracts Management and Legal.
  • Confirm subcontractor flow-down clauses are complete and current on every task order.
  • Manage subcontractor performance through delivery teams and escalate non-performance issues to Contracts Management for cure notice action.
  • Maintain a vehicle-level risk register covering compliance, financial, schedule, and competitive risks.

The salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the 150,000-185,000 range. Where a candidate falls within the band can be determined based on one or more of the following: skillset, experience level, achievements, education, geographic location, security clearance, involvement in corporate tasks, and other non-discriminatory factors. In addition to the base salary, this role will include benefits as described above.  Valiant reserves the right to adjust the salary range, experience requirements, and position responsibilities at any time without prior notice.
