  • Manage the proposal process as project manager, coordinating cross-functional teams, ensuring timely submissions, maintaining clean CRM data, and liaising with funders.

About the Opportunity

Reporting to the VP, Growth Operations, the Director, Program Design shapes how Kambo pursues and wins work with communities, utilities and governments. This role focuses on the front end of opportunity development, working across proposals and RFPs to translate funding and policy requirements into high-impact, equity-centered programs. As the owner of the proposal process, this role will prioritize and manage proposals across all Kambo divisions from initial screening through to the submission phase, as well as providing guidance throughout the execution process.

You are a strategic thinker who thrives in ambiguity and enjoys turning complex opportunities into clear, actionable program strategies. You are familiar with co-designing programs between funders and communities, creating initial program proposals and leading cross-functional teams through the program development to the final proposal. You can seamlessly transition between strategic process management and hands-on program design. Internally, you are the subject matter expert to ensure clarity and accountability for program deliverables. Externally, you represent Kambo with empathy, professionalism, and respect for the communities and partners we serve.

Core Accountabilities


Opportunity Assessment and Proposal Strategy

  • Review RFPs, funding opportunities, and partnership proposals.
  • Identify alignment with Kambo’s purpose, markets, and capabilities.
  • Develop and maintain ranking strategies aligned to resource allocation.
  • Develop program approach and expected outcomes to prioritize and inform budget and resource management.


Program Strategy and Design

  • Develop programs including needs assessment, program logic models, theory of change,
    program architecture, and customer journey maps
  • Apply Equity & Community-Centered Design principles including stakeholder engagement, Co-design methods, Barrier identification, Equity and Anti-oppressive frameworks
  • Define the delivery model and implementation plans including workflow/process design and resource allocation
  • Identify and highlight program risks
  • Develop competitive, accurate project budgets and pricing strategy alongside program and finance teams.
  • Design Measurement, Evaluation & Reporting including KPI design and evaluation frameworks
  • Act as the liaison between Kambo and funders to manage proposal details.
  • Support account management and client relationships by maintaining continuity between proposal intent and program execution, and client communications and reporting as needed.



Cross-Functional Collaboration and Process

  • Act as the proposal project manager, coordinating to ensure commitments, timelines, and communications are met.
  • Support smooth project handoffs, kickoffs, and wrap-ups.
  • Use CRM and internal systems to maintain clean data, forecasting, and visibility.


Qualifications

  • 5–10+ years of experience in program design or similar roles.
  • Demonstrated ability managing RFPs and ownership of related processes.
  • Strong analytical, strategic thinking, and communication skills
  • Experience working with governments, utilities, nonprofits, or regulated sectors.
  • Strong experience working cross-functionally and navigating multiple stakeholders.
  • Excellent communication, organization, and judgment.
  • Collaborative, hands-on, and comfortable in evolving environments.


Desired Skills & Experience

  • Familiarity with energy efficiency, clean energy, climate change, and social justice issues, or a willingness to learn.

 

While Kambo is headquartered in Vancouver, this role is open to candidates across Canada and the U.S. Preference will be given to applicants who can work core hours aligned with PST or MST.
