We currently have an exciting career opportunity available to join the HKNC team as the Director of the Youth with Complex Needs Program (YCNP).  The Director is responsible for the development and implementation of a one-year, federally funded program at HKNC specifically targeted to support youth who are DeafBlind with additional complex needs. This position provides strategic, operational, and supervisory oversight for the program and directly supervises a small team directly accountable to the program. The Program Manager ensures all activities align with federal grant requirements and are implemented in close coordination with HKNC’s Information, Research and Professional Development (IRPD) division and the National Center on Deaf-Blindness (NCDB)

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for the development and execution of function/program within his/her span of control in accordance with HKS’ Mission and Strategic Objectives. Specifically responsible for:


  • Work in close collaboration with HKNC’s Information, Research and Professional Development (IRPD) division to ensure consistency with HKNC research, data, and professional development standards.
  • Coordinate program activities with the National Center on Deaf-Blindness (NCDB) to support shared priorities, reduce duplication, and strengthen national impact.
  • Represent HKNC in collaborative meetings, workgroups, and national initiatives related to the program.
  • Ensure full compliance with all federal grant requirements, including allowable activities, documentation, and reporting timelines.
  • Oversee data collection, evaluation, and preparation of required programmatic and fiscal reports.
  • Collaborate with finance and administrative staff to monitor expenditures and ensure alignment with the approved program budget.
  • Prepare summaries, reports, and materials that document program activities, outcomes, and lessons learned.
  • Support dissemination of program findings, resources, and best practices in coordination with IRPD, NCDB, and HKNC leadership.
  • Supervise a small team directly accountable to the program, including work assignment, performance oversight, coaching, and professional support.
  • Ensure staff activities are coordinated and aligned with IRPD priorities and program goals
  • Provide regular updates to senior leadership regarding program status, challenges, and accomplishments.

EDUCATION and/or EXPERIENCE 

Required

  • Master’s degree in education, rehabilitation, public administration, social sciences, or a related field.
  • Minimum of five (5) years of experience managing complex projects, preferably federally funded initiatives.
  • Demonstrated experience supervising professional staff or specialists.
  • Strong understanding of federal grant compliance, accountability, and reporting.
  • Excellent organizational, communication, and collaboration skills.

Preferred

  • Experience working in deaf-blindness, disability services, or national technical assistance systems.
  • Familiarity with research-informed practice, professional development, and data-driven decision-making.
  • Experience collaborating with national partners or multi-organization initiatives.

Knowledge of accessible and inclusive practices.
