The Public Employees Retirement System is recruiting for two (2) Project Manager (Project Manager 2) positions in the Modernization Division (MOD), Enterprise Portfolio, Innovation and Change (EPIC) section.
These are full-time, permanent positions.
These positions are based at our headquarters office in Tigard, Oregon, however, they are 100% remote work positions.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancies and may be used to fill future vacancies as they occur.
These positions are represented by the Service Employees International Union (SEIU).
We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time.
Modernization Division (MOD)
These positions will reside in the Enterprise Portfolio, Innovation and Change (EPIC) section within the Modernization Division. The Modernization Division provides leadership and support services necessary to achieve PERS’ key goals in support of the mission, vision, core values and operating principles. Services are provided to all departments throughout the enterprise. The division is recognized as the center of excellence in developing solutions for and implementing critical agency decisions.
Enterprise Portfolio, Innovation and Change (EPIC) Section
The EPIC section is focused on supporting business and enterprise capabilities through various methods to include but not limited to, business process management, data-driven determinations, project, and portfolio management. It is through these efforts that EPIC contributes to the outcomes and implementation of the strategic plan.
What you will be doing:
The Project Manager (PM2) positions lead the planning and administration of medium-to-large agency-wide enterprise projects which could involve IT projects. May also include supporting Sr. Technical Project Managers on PM teams. Elements include directing, coordinating, and controlling the associated activities for both technical and end user staffing assigned to the project; controlling project scope, cost, and delivery schedules; developing detailed project plans and effort-based schedules; and managing the execution of these work plans. PERS uses PMBOK based project methodologies.

MINIMUM QUALIFICATIONS
Five years of progressively responsible experience related to the class concept
OR
Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification
OR
Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field
OR
A Project Management Professional Certification awarded by the Project Management Institute.
Candidates who are the most competitive will possess the following skills, background, and areas of experience:
Advanced knowledge of formal project management methodology
Self-motivated with ability to work in teams
Strong attention to detail
Strong communication and facilitation skills
Experience with user acceptance testing
Background, knowledge, and experience with effort-based scheduling
Project Management Professional (PMP) certification preferred

Visa Sponsorship: Agency does not offer visa sponsorship. The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
