This position is contingent upon successful contract award.

  

Responsible for oversight and execution of complex, large-scale initiatives. Requires managing  issues, overseeing  financial requirements, and synchronizing enterprise-wide strategic plans. Ensure development projects are initiated, implemented, and maintained in strict alignment with Joint and Service doctrine. Serve as advisor to senior leadership.

  • Program Architecture: Determine long-term program objectives and requirements. Develop standards and guidelines that govern all supporting activities for major project initiatives.
  • Lifecycle Coordination: Plan, schedule, and lead all phases—initiation, development, implementation, and maintenance—of large, difficult, and complex projects .
  • Enterprise Initiative Management: Direct and coordinate enterprise-wide initiatives focused on strategic planning and organizational performance management to ensure peak operational efficiency.
  • Strategic Planning: Provide expert consulting on criticial issues, utilizing a background in operations management and financial oversight to guide senior-level decision-making.
  • Doctrinal Integration: Ensure all projects are technically grounded in Joint and Service doctrine, covering the full spectrum of combat, combat support, and combat service support operations.
  • Organizational Liaison: Navigate the functions and procedures of joint and combined staffs to ensure seamless integration of projects across multiple military branches and agencies.
  • Travel may be required


Requirements

Experience Requirements:

  

Candidates must demonstrate successful performance in at least four (4) of the following areas:

  • Program Leadership: 3+ years of experience within the last 5 years organizing programs, scheduling projects, and establishing foundational standards.
  • Complex Project Oversight: Proven ability to manage "large and difficult" Joint Force Development projects from inception through maintenance.
  • Strategic Planning: Expert knowledge in directing enterprise-level business planning and organizational performance metrics.
  • Executive Management: Demonstrated leadership in operations management and financial oversight, with the ability to advise on high-stakes or controversial issues.
  • Doctrinal Mastery: Experience with the application of joint and service doctrine in diverse operational environments (Combat/Support/Service Support).
  • Staff Expertise: Extensive knowledge of the internal organization, functions, and formal procedures of joint and combined staffs.

Education & Experience Requirements

Candidates must meet one of the following criteria:

  •  Technical Master’s :  M.S. in Management, Engineering, Computer Science, MIS,   Operations Research, Systems Analysis, or an MBA.
  •  General Master’s:  Master’s degree in any discipline with at least 5 years of related experience. 
  •  Bachelor’s Degree:  Bachelor of Science in any discipline with at least 7   years of related experience (equivalent to a Site Manager role).
  •  Military Education: Graduate from a DoD Senior Service College (e.g., War College) or Command and Staff College

Clearance Requirements: Possesses and maintain Top Secret Clearance (SCI preferred)
