Job Description:
We are seeking a hands-on, technically strong Manager to lead our Deployment Automation team. This position will support our Healthcare Integrated General Ledger Accounting System (HIGLAS) program with the Centers for Medicare & Medicaid Services (CMS). This team serves as the controlled execution arm for manual and automated code and configuration deployments on behalf of delivery teams, ensuring proper segregation of duties and protection of enterprise environments. The team is also responsible for environment cloning and synchronization, and for administering and optimizing our deployment and source control toolchain, currently including FlexDeploy and GitLab.
This role requires a leader who can deliver measurable results quickly—someone who avoids getting bogged down in excessive planning and instead drives tangible progress through focused execution, automation, and clear priorities. While this team partners closely with Security, it does not own security governance; rather, it operates with a strong gatekeeper mindset to protect environments and enforce controls.
The ideal candidate combines deep technical and automation expertise, DevSecOps vision, operational discipline, executive presence, and the ability to market team impact through well-defined KPIs and visible wins.
Key Responsibilities
1. Lead Deployment & Environment Operations
- Oversee manual and automated code and configuration deployments in support of multiple application teams, ensuring compliance with segregation-of-duties requirements, and while adhering to related ITIL processes and Service Level Agreements (SLAs).
- Govern and execute environment cloning and synchronization activities with precision and repeatability.
- Establish and enforce standardized, auditable deployment and promotion processes. Maintain related documentation and provide training as needed.
- Act as the gatekeeper of controlled environments, balancing agility with risk mitigation.
- Provide support for Emergency Changes and evening/weekend deployments as needed including team/issue escalation.
- Provide competent financial management of the budget allocated to you in line with program standards.
2. Own and Advance the Toolchain
- Administer and optimize FlexDeploy, including pipeline design, release orchestration, and automation enhancements.
- Administer and enhance GitLab, including:
- CI/CD pipeline automation, branch governance and merge controls, source code conflict detection and remediation
- Continuously improve automation coverage, reducing manual touchpoints and cycle times.
- Introduce intelligent automation and AI-driven capabilities (e.g., predictive conflict detection, automated remediation suggestions, deployment risk scoring).
- Govern the toolchain to ensure the data remains pure as the gold copy, and that backup and recovery procedures are both documented and reliably exercised when needed. This includes overseeing the merging of deployed releases to the main branch and other streams.
3. Drive DevSecOps Vision (in Partnership with Security)
- Define and evolve a forward-looking DevSecOps roadmap aligned with enterprise architecture and security strategy.
- Partner closely with the Security team to embed controls, scanning, and compliance checks into pipelines without creating friction.
- Promote “secure-by-design” automation patterns while respecting that security ownership remains with the Security organization.
- Ensure traceability, auditability, and policy enforcement are built into deployment workflows.
4. Deliver Results, Not Just Plans
- Translate strategy into short execution cycles with visible outcomes.
- Avoid analysis paralysis—prioritize quick wins that demonstrate measurable value.
- Establish 3–5 high-impact KPIs and use them to drive accountability and showcase success.
- Communicate progress clearly to senior leadership with data-backed reporting.
5. Build, Mentor, and Elevate the Team
- Coach and mentor engineers on automation engineering, CI/CD best practices, and operational discipline.
- Foster a culture of ownership, urgency, and continuous improvement.
- Develop team members’ technical depth and communication skills.
- Organize and prioritize incoming demands to protect team focus and delivery commitments, while enabling stakeholder transparency.
- Provide compelling people manager results that align with GDIT and program expectations and result in employee retention, satisfaction and decreased single-point-of-failure risk(s).
6. Executive Engagement & Influence
- Demonstrate strong executive presence in stakeholder discussions.
- Clearly articulate trade-offs between speed, risk, and control.
- Market team accomplishments through metrics, dashboards, and success stories.
- Position the team as a strategic enabler—not just an operational gate.
- Courage to prevent unauthorized exceptions to deployment process despite business case pressure.
Success Metrics (Illustrative KPIs)
The successful candidate will define and refine KPIs such as:
- Deployment cycle time reduction (% improvement)
- Automation coverage ratio (manual vs. automated deployments)
- Mean time to recover (MTTR) from failed deployments
- Environment synchronization accuracy and turnaround time
- Reduction in source code conflicts reaching controlled branches
- Audit findings related to deployment controls (trend improvement)
KPIs must be visible, meaningful, and tied to business outcomes—not vanity metrics.
Required Qualifications
- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or related field or equivalent hands-on experience in similar business critical, large-scale application environment.
- 8+ years of experience in DevOps, Release Engineering, or DevSecOps roles.
- 3+ years of leadership experience managing technical teams.
- Strong hands-on experience with CI/CD pipeline design and automation.
- Direct experience administering and optimizing FlexDeploy (or comparable enterprise release orchestration tools).
- Strong working knowledge of GitLab, including branching strategies, merge controls, CI/CD, and pipeline governance.
- Deep understanding of segregation of duties, change management, and environment controls.
- Demonstrated ability to define and track operational KPIs.
- Strong written and verbal communication skills with executive-level stakeholders.
- Competency with Microsoft Office products.
- Candidate must be able to obtain and maintain a Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years.
Preferred Qualifications
- Experience implementing AI-driven automation in DevOps workflows.
- Background in regulated or highly controlled environments.
- Experience with environment cloning, configuration management, and release governance at scale.
- Familiarity with compliance frameworks and audit support processes.
- Experience with the ServiceNow platform.
- ITIL Foundation certification v3 or higher. Intermediate education/certification for configuration management.
- Experience with and/or knowledge of Oracle EBS, Oracle ConfigSnapshot or similar products.
- Experience with and/or knowledge of UFT/QTP (MicroFocus Unified Functional Testing) or similar products.

The likely salary range for this position is $118,150 - $159,850. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
