Program Overview 
The DOS ESDA Program supports the U.S. Department of State, Global Acquisitions (GA) on a high visibility modernization initiative consolidating fragmented governance, sourcing, and platform support into a unified Integrated EDSA Governance & Shared Services Team. This program streamlines decision-making, enhances transparency, and accelerates technology delivery across ServiceNow, SharePoint, Power Platform, and procurement analytics. Job Description:

The Acquisition SME serves as the lead acquisition advisor within the PMO. This role provides expert pre‑award and post‑award guidance, develops acquisition strategies, mentors the Strategic Sourcing & Category Lead, and ensures alignment between GA leadership, PMO governance, and federal acquisition policy.

 

The Acquisition SME works as a core PMO strategic resource, contributing to planning, prioritization, sourcing recommendations, and acquisition lifecycle oversight across GA.

 

Key Responsibilities:

Acquisition Strategy & Governance

  • Serve as the PMO’s senior acquisition advisor, ensuring all sourcing and procurement actions align with federal regulations and GA modernization priorities.
  • Develop acquisition plans, strategies, evaluation criteria, and source selection documentation in support of PMO governance and GA enterprise needs.
  • Support PMO governance processes including monthly PMRs/FMRs, risk forums, and governance decision boards.
  • Support unified intake and prioritization frameworks ensuring acquisition tasks flow through PMO governance.
  • Advise GA leadership on best‑value approaches, contract types, market research strategies, and solicitation pathways.

Mentorship & Leadership

  • Mentor and guide the Strategic Sourcing & Category Lead, providing acquisition‑focused oversight on spend analysis, category management, and sourcing recommendations.
  • Provide acquisition lifecycle training, SOP guidance, and policy interpretation across PMO and Shared Services teams.

Acquisition Lifecycle Execution

  • Lead pre‑award and post‑award contracting support: drafting SOWs/PWSs, IGCEs, J&As, evaluation documentation, modifications, closeout packages, and determinations.
  • Perform acquisition planning, market research, and procurement strategy development aligned with PWS tasks on acquisition lifecycle support.
  • Review PWS/SOW/IGCE documents for accuracy, completeness, FAR/DFARS/HSAR/HSAM compliance.
  • Support strategic sourcing reviews, contract consolidation opportunities, and cost‑reduction initiatives.

Policy, Compliance & Documentation

  • Research FAR, DFARS, HSAR, HSAM, and other regulatory frameworks to guide compliant acquisition actions (from resume).
  • Develop or refine acquisition SOPs, intake processes, templates, and documentation.
  • Ensure alignment with GA’s enterprise acquisition strategy, governance cadence, and audit readiness.

Cross‑Functional PMO Support

  • Collaborate closely with PMO Director, Strategic Sourcing Lead, Portfolio Manager, and technical leads to integrate acquisition strategy into sprint plans and portfolio governance activities.
  • Participate in integrated PMO governance ceremonies and contribute acquisition insights to sprint planning and backlog refinement.

 

Required:

  • Bachelor’s degree in Business, Acquisition, Public Administration, or related field. 
  • 12–15+ years of federal or DoD acquisition and contracting experience, including pre‑award and post‑award lifecycle execution. 
  • DAWIA Contracting Level II (or FAC‑C equivalent)
  • Demonstrated expertise in acquisition planning, source selection, contract administration, and federal procurement policy. 
  • Experience drafting SOWs/PWSs, evaluation criteria, IGCEs, modifications, and closeout documentation. 
  • Strong communication, leadership, and stakeholder engagement skills, including interactions with executive‑level officials. 
  • Experience mentoring junior or mid‑level acquisition staff. 
  • Proficiency with government contract writing and lifecycle systems (PD2, Oracle, CLM, Deltek, etc.).

 

Preferred:

  • Prior experience supporting DOS or similar federal acquisition environments.
  • Experience with Category Management or Strategic Sourcing functions.
  • Familiarity with FPDS‑NG, PRISM, or spend analytics systems.
  • Experience supporting PMO governance or portfolio management environments.
  • Knowledge of enterprise platforms (ServiceNow, SharePoint, Power Platform) used across GA.
