IT@JH Office of the Deputy CIO is seeking an IT Governance Program Manager (Sr. IT Project Manager) for a key lead position responsible for the implementation and ongoing management of Johns Hopkins’ IT Governance Program recently established to support the strategic oversight and planning of IT projects and investments across the institution. The IT Governance Program Manager develops and coordinates project intake and review processes, facilitates business case artifacts and checklists, supports roadmap and priority communications, and establishes key program reporting. This role centrally supports Johns Hopkins’ IT governance framework including oversight, functional, and AI and data governance committees, in close partnership with key central and school-level business units such as in finance, procurement, contracting/legal, IT security and risk. This new role is integral to ensuring that the institution’s IT acquisitions and developments are shepherded and governed effectively, promoting transparency, stewardship, and sustainability of IT resources and roadmaps while driving strategic value from investments and innovation opportunities across the enterprise. In the context of rapidly evolving technology, data and AI needs and solutions, the IT Governance Program Manager positions Johns Hopkins to manage and evolve its IT ecosystem in an innovative and responsible way.


Specific Duties & Responsibilities

Strategy/Leadership

  • Lead and oversee other project managers, technical experts, architects and subject matter experts to contribute to the technical success of technology projects for the enterprise.
  • Liaise with project stakeholders to ensure project is trending towards success.
  • Frequently direct and oversee the work of others.
  • Provide project/program oversight for adherence to institutional standards and guidelines for security, project management, continuous service improvement, and customer service.
  • Oversee the development of improvement processes for operational use by the team to ensure successful completion of a project or IT process.
  • Maintain knowledge of current trends and developments in the field.
  • Maintains IT effectiveness and efficiency by helping to define, deliver and support strategic plans for implementing information technologies.
  • Build and maintain relationships through positive interactions.
  • Mentors other project management and IT staff.


Project Management

  • Oversee and direct the development of comprehensive project plans that merge customer requirements with IT goals and coordinate resources during all project phases, from initial deployment plans through implementation.
  • Communicate proactively with all resources to provide encouragement, identify problems, create solutions, and implement efficiency improvements.
  • Oversee the coordination of resources, both internal and external, to ensure project success.
  • Manage project/program execution to ensure adherence to budget, schedule, and scope.
  • Direct the establishment of project timelines with appropriate stakeholders. Manage project to achieve approved timeline.
  • Integrates multiple cross functional processes and disciplines to meet business and technical requirements by bringing perspective from all architecture domains (process, system, application information, data, and security).


Planning and Innovation

  • Oversee the creation of an organized plan that achieves the goals and objectives of the project and aligns with the overall IT strategy.
  • Partner with the key stakeholders to set timelines and expectations for project milestones.
  • Partner with the project sponsor and virtual project team to determine the scope of work and available resources.
  • Develop innovative processes and solutions to resolve project barriers.


Analysis and Documentation

  • Oversee and set standards for high-quality documentation that meets Johns Hopkins standards and is appropriate for its intended audience.
  • Review and provide feedback for project documentation to include project proposals, charter, scope document, test scenarios, project schedule, and test plans, etc.
  • Prepare project status reports by collecting, analyzing, and summarizing information and trends.
  • Perform detailed analysis of core implementation tasks using data-driven decisions.
  • Oversee the development of measurable metrics to ensure the project continues to stay on task and on time.
  • Other duties as assigned.


Minimum Qualifications
  • Bachelor’s Degree.
  • Eight years of related work experience with computer systems and applications, including three years of direct project management experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master's Degree is highly desirable.
  • Four plus years of experience in IT governance, complex program management, or related fields, with a proven track record in leading governance initiatives and program implementations.
  • Experience with IT governance structures (e.g., functional steering committees, AI review councils, stakeholder task forces), and decision-making processes and escalation paths for review, approval, and prioritization to ensure alignment with organizational priorities.
  • Strong understanding of IT governance frameworks, methodologies, and best practices, as well as familiarity with project/program management technologies, including for process tracking, executive program reporting, and key performance indicator measurement.
  • Well versed in project implementation and sustainability budgeting, and experience with purchasing and contracting agreements, as well as software licensing models.
  • Experience with, and high-level understanding of key principles of IT security, and technology capabilities, software and data integration/workflow design principles, and usability factors.
  • Experience working with risk management, compliance, and audit teams to ensure proper controls, documentation, and oversight are considered in assessing new IT projects.
  • Excellent analytical, problem-solving, and critical-thinking skills, with the ability to translate complex issues into actionable strategies, clear process and planning artifacts, and detailed requirements to implement enhancements or remediations.
  • Exceptional communication and interpersonal skills, capable of influencing and collaborating with stakeholders at all organizational levels, and ability to communicate honestly and transparently while maintaining professionalism, respect and confidentiality when needed.
  • Detail-oriented and committed to maintaining high standards of quality and integrity, with strong customer-oriented focus, service delivery excellence, and organizational alignment.
  • Self-motivation, proactiveness, and ability to exercise judgement with minimal supervision with a good balance of providing timely information and escalation awareness, while also thriving in a collaborative team environment.
  • Ability to manage multiple projects and priorities in a dynamic, fast-paced environment, demonstrating resilience and adaptability in complex and evolving organization and strategic landscape.
  • Experience working in a highly decentralized, consensus-driven environment, preferably in an academic/higher education institution.
