Job Description:
Seeking an experienced Senior Application Developer to support the ongoing maintenance, enhancement, and operational stability of its current Case Management System (CMS) and the Juror Management System (JMS) built on CA Plex.
This role is responsible for ensuring the continuity of mission-critical court operations by maintaining and extending existing functionality, supporting integrations with internal and external systems, and assisting with data quality and performance improvements.
The selected candidate will work in parallel with modernization efforts, ensuring the current platform remains secure, reliable, and responsive to evolving business needs until full transition to modern architecture is achieved.
Responsibilities: 1. Application Maintenance & Support
Maintain and support the CA Plex-based CMS across multiple environments
Troubleshoot and resolve production issues, defects, and data anomalies
Perform root cause analysis and implement sustainable fixes
Provide on-call or escalation support for critical system issues
2. Feature Enhancements & Business Logic Updates
Design, develop, and implement enhancements within the CA Plex model
Modify existing:
Business rules
Screens and workflows
Batch processes and reports
Ensure all changes align with judicial policies and statutory requirements
3. CA Plex Model Development
Work directly within the CA Plex development environment to:
Update objects, functions, and relationships
Regenerate and deploy application components
Maintain integrity of the model-driven architecture as the system evolves
4. Database & Data Integrity Management
Write and optimize SQL Server (T-SQL) queries, stored procedures, and data fixes
Support:
Data corrections (e.g., invalid dates, missing relationships)
Performance tuning for large datasets (millions of records)
Ensure data accuracy across integrated systems
5. System Integration Support
Maintain and support integrations with:
Law enforcement (e.g., SLED)
DMV eDisposition
eCitation systems
Public Index and eFiling platforms
Assist in adapting legacy I/O processes as APIs are introduced
6. Reporting & Data Support
Support reporting needs by:
Developing queries and extracts
Assisting with data feeds into the Data Warehouse
Collaborate with analytics teams to ensure data consistency
7. Collaboration & Stakeholder Support
Work closely with:
Court Administration
IT leadership and development teams
Translate business requirements into technical updates within the CMS
8. Documentation & Knowledge Transfer
Document:
System changes
Business rules
Technical processes
Assist in knowledge transfer to internal staff and modernization teams
Preferred/Nice to Have Skills:
Experience in judicial, government, or public sector environments
Experience with:
Data warehouse architecture (star/snowflake schema)
Power BI backend optimization
.NET application data access patterns
Always On Availability Groups
Clienture DevOps
Familiarity with Imperva or similar security appliances
Experience cleaning legacy data structures across multiple counties or jurisdictions
Required Education and/or Certifications:
Bachelor’s degree in computer science, Information Systems, or related field (or equivalent experience)
15+ years of experience with application development
15+ years of experience CA Plex or similar 4GL/model-driven environments
15+ years of experience SQL Server / T-SQL
15+ years of experience debugging and problem-solving skills
15+ years of experience with API integrations (Rest, Windows Services, MicroServices, XML, Soap)
10+ years of experience maintaining legacy or enterprise systems
5+ years of experience in State court case management and jury management systems
Preferred Education and/or Certifications:
Generated languages (C++, Java, or .NET from Plex)
