Requirements:

  • Conduct detailed OSP field surveys documenting cables, pathways, vaults, utilities, and routing.
  • Produce engineering inputs for OSP layouts, trenching plans, duct bank designs, and aerial/underground routes.
  • Manage Agency and Subcontractor construction labor for trenching, boring, conduit placement, and restoration; coordinate excavation, locates, and construction safety requirements with base civil engineering.
  • Ensure OSP designs comply with UFC, TIA/EIA, NEC, I3A, and DoD OSP standards; Support QA activities including inspections, testing, and as-built validation; Collaborate with FO, ISP, and CEL teams on integrated routing and design requirements; Participate in customer meetings, engineering reviews, and planning sessions.

The DS OSP Lead specializes in the design, survey, and implementation of Outside Plant infrastructure including conduit pathways, duct banks, poles, manholes/handholes, and exterior distribution facilities for AF/SF network modernization. This role includes overseeing GDIT, Agency, and Subcontractor OSP construction teams.

MEANINGFUL WORK AND PERSONAL IMPACT
• Conduct detailed OSP field surveys documenting cables, pathways, vaults, utilities, and routing

• Produce engineering inputs for OSP layouts, trenching plans, duct bank designs, and aerial/underground routes

• Manage Agency and Subcontractor construction labor for trenching, boring, conduit placement, and restoration

• Coordinate excavation, locates, and construction safety requirements with base civil engineering

• Ensure OSP designs comply with UFC, TIA/EIA, NEC, I3A, and DoD OSP standards

WHAT YOU’LL NEED TO SUCCEED

Required Experience
• 5+ years OSP engineering, construction management, or telecom infrastructure experience
• Hands‑on experience with conduit systems, duct banks, aerial/underground routing, and utility coordination

Must possess and maintain a Secret clearance.

• Experience managing construction crews, subcontractors, or field labor
• Knowledge of excavation, trenching, boring, and OSP safety procedures
• Familiarity with DoW or large‑scale campus OSP infrastructure

Preferred Experience

• Experience with AF/SF installation processes or federal OSP projects
• Experience interpreting civil, utility, or telecom construction drawings

Certifications (Preferred)
• BICSI OSP (Outside Plant Designer)
• FOA CFOT (Fiber Optic Technician)
• OSHA 30 or equivalent safety certification
• Security+ CE (DoD requirement for base network environments)

The likely salary range for this position is $111,155 - $150,385. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
