Requirements:

  • Cost Engineering: develop and manage cost control systems, interface with Procurement, Engineering, and Finance, analyze data, and create presentations illustrating cost status
  • Planning and Scheduling: implement and maintain project planning/scheduling, develop/maintain less complex critical path logic networks, analyze/forecast status against baseline, assess impact of changes, and report to management and client
  • Earned Value: analyze cost and schedule performance indicators (CPI and SPI), prepare forecasts and status updates, and provide corrective action recommendations
  • Procurement and Property: review Purchase Requisitions for accuracy, track Purchase Orders, coordinate PO lifecycle, identify and maintain property records, support transfers/disposals, and assist with annual property audits

Job Description:

Parsons is looking for an amazingly talented Sr. Project Controls Engineer/Specialist to join our team!

In this role, you will support the tracking, updating and monitoring of cost control, and scheduling functions of all projects within assigned region for the T5 Program the Federal Aviation Administration (FAA) awarded to Parsons. Specifically, work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required.

What You'll Be Doing:

Cost Engineering:

  • Assists with the development and management of the cost control systems to provide project and company management with accurate financial information. Interface with Procurement, Engineering, and Finance Departments as needed.
  • Performs some independent analysis of data stored in the project management and cost control systems. Creates presentations using graphs, diagrams, and other exhibits to illustrate cost status.

Planning and Scheduling:

  • Implements and maintains Project Planning and Scheduling. 
  • Understands and applies engineering, procurement, and construction terminology, concepts, and relationships. 
  • Develops and maintains less complex critical path logic networks and bar charts utilizing this information.
  • Analyzes, evaluates, and forecasts current status against an established baseline schedule. 
  • Assesses the impact(s) of design or construction changes and schedule slippages. 
  • Reports schedule status to all levels of project and Company management as well as to the Client.

Earned Value:

  • Analyzes cost and schedule performance indicators (CPI and SPI).
  • Prepares and maintains project forecasts and status updates. 
  • Provides assessment with corrective action recommendations to management.

Procurement:

  • Review the Purchase Requisitions for their accuracy.
  • Track Purchase Orders (PO).
  • Coordinate with procurement personnel as needed for the PO life-cycle. 

Property:

  • Identifies, creates, and maintains property records for property acquisitions during project life cycle.
  • Facilitates transfers and disposal of property to ensure proper accountability and controls are maintained in accordance with government/program policies and guidelines.
  • Facilitates and assists with coordination of annual property audit supporting the National Property Manager.
  • Performs other functions associated with this position as appropriate.

What Required Skills You'll Bring:

  • 4-year degree in Business related or Construction Management (or equivalent experience) and 5-7 years of related work experience.
  • Basic engineering knowledge in electrical, mechanical, civil, or a related field is preferred. 
  • Proficient PC skills including a working knowledge of various Project Controls software (Costpoint) and Microsoft Office Suite.  Advanced Microsoft Excel skills preferred.  SAP Concur experience is also preferred.
  • Strong self-motivation and demonstrated project and process management.
  • Problem-solving ability, especially in gathering data to drive decision making under stringent timelines.
  • Demonstrated ability to influence and collaborate with cross-functional teams.
  • Ability to work on multiple projects simultaneously and manage ambiguity.
  • Strong oral and written communication, organization and interpersonal skills.
  • Must be able to meet customer security requirements.  A background check by Federal Authorities will be performed.

Salary Range: $74,800.00 - $130,900.00
