Step into a high-impact role at Collins Aerospace where your work directly supports the delivery of advanced aerospace and defense technologies. As a Principal Specialist, Subcontracts Program Management within the Mission Systems business, you will play a key role in shaping and executing subcontract strategies that power mission-critical programs. From early pursuit and proposal phases through development, production, and long-term sustainment, you’ll collaborate across Program Management, Engineering, Supply Chain, and supplier teams to help ensure successful program outcomes. In this individual contributor role, you will help drive subcontract execution by supporting planning activities, assisting with supplier negotiations, and monitoring cost, schedule, and performance across programs with meaningful subcontract content. Leveraging your experience with government acquisition regulations, earned value principles, and risk management, you’ll bring structure and insight to subcontract operations while strengthening supplier partnerships. What You Will Do:

  • Support subcontract planning, proposal reviews, supplier evaluations, and subcontract strategy execution
  • Provide support to internal teams by sharing market insight and supply chain considerations
  • Support supplier negotiations and partner with the Supply Chain Contract Manager in preparing and executing contractual documents
  • Assist in proposal preparation and support execution and performance of subcontracts
  • Monitor subcontract performance, support Cost Account Manager (CAM) activities, and provide updates to internal stakeholders
  • Support oversight of subcontract products and services, including production needs, on-time delivery, and lifecycle considerations
  • Participate in supplier engagements and maintain working relationships with supplier teams and program stakeholders
  • Support compliance with legal requirements, customer specifications, and government regulations
  • Coordinate subcontract activities in partnership with Subcontract Administrators, Buyers, and Supply Chain Contract Managers
  • Participate in internal cadence reviews and support communication with internal customers
  • Support management of program cost, schedule, and risk for programs with subcontract content
  • Assist in developing subcontract plans, identifying suppliers, and preparing Supplier Statements of Work
  • Support programs of moderate complexity while applying sound judgment in subcontract and compliance activities

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience
  • The ability to obtain and maintain a U.S. government issued security clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Prior experience supporting subcontract efforts using Earned Value Management System (EVMS) methodology and/or Cost Account Management (CAM) activities
  • Prior experience applying acquisition policies and procedures, including the Truth in Negotiations Act (TINA), within a government contracting environment
  • Prior experience working with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Qualifications We Prefer:

  • Experience identifying, assessing, and supporting mitigation of program and subcontract risk
  • Experience working within the Collins Management System (CMS) or similar enterprise operating frameworks, including familiarity with product lifecycle value streams
  • Experience supporting U.S. Government subcontracting efforts within a regulated aerospace and defense environment
  • Experience collaborating with Program Management teams to support execution of development or production programs
  • Prior experience in Supply Chain, Subcontracts, or Procurement functions, including exposure to supplier performance and subcontract execution

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
