Job Summary We’re looking for a Proposal Writer/Manager to lead the creation of clear, compliant, and compelling proposals for new Public Sector opportunities in the federal contracting space. In this role, you’ll own narrative development across key volumes—Technical, Management, Past Performance, and more—translating capture strategy and SME input into persuasive, evaluable content. You’ll ensure strict alignment with RFP/RFQ requirements (including PWS/SOW and Sections L and M) while driving accuracy, structure, and compliance throughout the proposal lifecycle. This position works closely with Newberry’s VP of Public Sector, capture, pricing, BD, and program SMEs to shape win themes, refine solutioning, and meet the fast‑paced deadlines typical of federal submissions.
Salary $100,000 to $125,000 dependent on experience.
Location Remote with the ability to travel to the St. Charles, MO corporate office on a quarterly basis.
What You’ll Do
Proposal Writing
Write, edit, and format content across Technical, Management, Staffing, Past Performance, and other required volumes.
Translate capture strategy, SME input, and solution artifacts into clear, compelling, and compliant narrative.
Ensure all content aligns with solicitation requirements, evaluation criteria, government standards, and agency expectations.
Interview SMEs to extract technical, functional, and program‑specific information.
Develop supporting materials including resumes, past performance writeups, staffing rationales, management plans, and narrative appendices.
Proposal Management
Build and manage proposal schedules, outlines, compliance matrices, and production plans.
Coordinate tasking, data calls, and content inputs to ensure timely and accurate contributions from SMEs.
Oversee version control, document tracking, SharePoint/Teams organization, and overall file structure integrity.
Prepare review packages and lead structured Pink/Red/Gold Team review cycles.
Consolidate reviewer comments, adjudicate feedback with SMEs and writers, and integrate updates.
Support final production, including formatting, desktop publishing coordination, and compliance checks before submission.
Compliance & Quality Assurance
Validate that all proposal content meets RFP/RFQ requirements (Sections L, M, PWS/SOW, submission instructions).
Ensure strict adherence to formatting, page limits, file naming conventions, and delivery requirements.
Conduct final quality reviews for clarity, consistency, accuracy, grammar, and evaluability.
Partner with design/layout resources to ensure graphics, tables, and visual elements meet agency specifications.
Collaboration & Communication
Work closely with Capture, BD, Pricing, Program Management, SMEs, and Leadership throughout the proposal lifecycle.
Support alignment on solutioning, risk identification, strategy refinement, and win‑theme integration.
Communicate progress, risks, and resource needs proactively to proposal leadership.
What You Bring
Bachelor’s degree or above in a related discipline.
Years of Experience: 5–8 years preferred; 3–5 considered within proposal writing experience in federal government contracting with a track record of compliant, high-quality submissions.
Demonstrated ability to interpret RFP/RFQ/PWS/SOW requirements and convert them into structured, evaluable content.
Experience supporting the proposal review lifecycle (Pink team, Red Team, Gold Team) reviews and incorporating adjudicated feedback.
Strong collaboration with pricing and delivery teams; familiarity with labor category mapping and basis of estimate concepts used in pricing workups.
Excellent writing, editing, and organization skills under tight deadlines; mastery of Microsoft 365 (Word, Excel, SharePoint/Teams).

Preferred Qualifications
APMP Foundation (or higher) and familiarity with Shipley proposal process.
Experience writing to cybersecurity/RMF services or IT modernization for civilian federal agencies.
Familiarity with CMMC clause implications and subcontractor flow downs in federal proposals.
