Job Summary


B&A is looking for a Business Data Analyst III to deliver advanced analytical support across multiple portfolio programs, helping drive data-informed decisions and operational improvements. This role blends business analysis, performance metrics evaluation, and process optimization with strong stakeholder engagement, requiring the ability to translate complex data into actionable insights and defend recommendations to leadership. 


Responsibilities

  • Provide analytical support across portfolio programs, including business case development and project planning 
  • Conduct business process reengineering (BPR) to improve efficiency and effectiveness 
  • Analyze IT performance metrics to identify trends, risks, and opportunities 
  • Develop and present data-driven insights and recommendations to stakeholders 
  • Support portfolio tracking and reporting using enterprise task management tools 
  • Collaborate with cross-functional teams to align analysis with mission objectives 
  • Utilize platforms like Power BI and ServiceNow to visualize and manage data 
  • Track project performance, milestones, and deliverables across multiple systems

Education and Experience

  • Minimum of seven (7) years of relevant experience in business/data analysis or related field 
  • At least four (4) years supporting DLA EFM enterprise tools and capabilities 
  • Minimum of two (2) years supporting DLA Agile development programs 
  • Experience working within government or large-scale enterprise environments 
  • Hands-on experience with data analysis, reporting, and portfolio management tools

Required Skills

  • Strong data analysis and interpretation capabilities 
  • Experience with MS Power BI and data visualization tools 
  • Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint) 
  • Knowledge of project and portfolio management concepts 
  • Familiarity with enterprise tools such as ServiceNow (SPM, ITSM), SharePoint, and task tracking systems 
  • Ability to perform business process reengineering (BPR) 
  • Strong presentation and communication skills, including defending analytical findings 
  • Understanding of Agile methodologies and development environments
  • Relevant certification from a nationally recognized authority (e.g., data analytics, project management, or related field)
