The Opportunity
Adobe is seeking an Industry Growth Solutions Program Manager to own and scale partner‑led growth programs for State and Local Government (SLG) customers, including state agencies, counties, cities, municipalities, and adjacent public entities.
This is a senior individual contributor role focused on designing, operationalizing, and scaling partner‑anchored solution programs that drive measurable growth, reduce procurement friction, and enable consistent execution across SLG markets. The role operates with a high degree of autonomy and serves as a central connector across Adobe field teams, ecosystem partners, and internal stakeholders.
This role is directly accountable for driving partner‑sourced and partner influenced pipeline, solution adoption, and execution consistency across State and Local Government.

What You’ll Do
Lead Partner‑Led Growth Programs
Establish and lead a partner‑led growth PMO for State and Local Government solutions.
Design, build and operationalize repeatable, partner‑anchored go‑to‑market programs aligned to SLG growth priorities and mission‑driven use cases.
Define and enforce delivery governance, including program intake, prioritization, partner roles, resourcing models, and execution standards.
Ensure programs are reusable, measurable, procurement‑ready, and scalable across diverse SLG environments.
Activate the Field and Enable the Ecosystem
Own field activation of prioritized partner‑led SLG growth programs.
Drive enablement sessions, activation planning, and execution cadence across the SLG field organization.
Serve as the execution lead across sales, solutions consulting, product, partners, legal, contracts, government relations, and inside sales teams.
Ensure partners are fully integrated into account planning, opportunity pursuit, and solution delivery motions.
Partner Identification, Management & Solution Co‑Creation
Identify, prioritize, onboard, build and manage strategic ecosystem partners aligned to SLG solution needs.
Lead solution co‑creation efforts, developing integrated Adobe SaaS + partner services offerings.
Coordinate across system integrators and ecosystem partners to ensure consistent delivery methodologies, performance expectations, and customer outcomes.
Actively shape partner readiness, specialization, and investment alignment for SLG growth programs.
Procurement Alignment & Execution Readiness
Align partner‑led solutions to State Master Contracts, NASPO ValuePoint, cooperative purchasing vehicles, and local procurement models.
Reduce acquisition friction through standardized procurement guidance, buy‑paths, and partner‑ready contracting assets.
Measure Impact and Drive Continuous Improvement
Own program‑level performance metrics, including partner‑led pipeline contribution, win rates, and solution reuse.
Manage initiatives from pilot through scaled adoption, optimizing based on performance insights.
Share strategic insights with Public Sector leadership to inform ecosystem strategy and future growth investments.
What You Need to Succeed
10+ years of enterprise SaaS go‑to‑market, ecosystem, or growth program experience.
5+ years supporting State and Local Government customers.
Ability to stand up a fully operational SLG partner-led growth PMO with defined intake, governance and execution.
Demonstrated experience owning partner‑led growth motions, not just partner participation.
Strong understanding of SLG procurement models and buying cycles.
Proven ability to operate independently and influence outcomes in a highly matrixed environment.
Preferred Qualifications
Experience within a State and Local Government SaaS or consulting ecosystem.
Experience managing SI‑led or ecosystem‑anchored solution programs.
Familiarity with SLG contracting vehicles and cooperative procurement models.

Expected Pay Range:
Our compensation reflects the cost of labor across several U.S. geographic markets, and we pay differently based on those defined markets. The U.S. pay range for this position is $195,400 -- $320,450 annually. Pay within this range varies by work location and may also depend on job-related knowledge, skills, and experience. Your recruiter can share more about the specific salary range for the job location during the hiring process.

At Adobe, for sales roles starting salaries are expressed as total target compensation (TTC = base + commission), and short-term incentives are in the form of sales commission plans. Non-sales roles starting salaries are expressed as base salary and short-term incentives are in the form of the Annual Incentive Plan (AIP).
In addition, certain roles may be eligible for long-term incentives in the form of a new hire equity award.
