Requirements:
Lead and manage IRS IT programs and projects remotely, coordinating across lifecycle phases (initiation, planning, execution, monitoring, and closure) and ensuring on-time, on-scope, and within-budget delivery while overseeing multiple tasks concurrently
Provide strategic direction, technical guidance, and subject matter expertise across all IT project lifecycles for large-scale, complex initiatives such as enterprise transformations and multi-agency programs
Ensure compliance with federal security standards and frameworks (FISMA, NIST SPs, RMF, ISCM); perform security engineering, risk assessments, and implement encryption, VPNs, cloud integrations, and FedRAMP requirements where applicable
Collaborate with IRS business units and IT enterprise processes; utilize tools such as Qmulos Q-Compliance, SharePoint, Scanning tools, ServiceNow GRC, and SPLUNK; support cloud systems and overall infrastructure knowledge

Experience must demonstrate expertise providing strategic direction, technical guidance, and subject matter expertise across all phases of IT project lifecycles.
