Lead development and execution of state policy, advocacy, and program operations for United Health Partners’ expansion. Serve as senior policy lead on wound care, pharmacy, and infusion-related issues; manage external consultants; build coalitions and stakeholder relationships; coordinate with state and federal consultants.


Key responsibilities

  • Work with VP to develop and implement policy strategies and program plans aligned with organizational goals (community health center funding, contract pharmacy access, home-based care, wound care, etc.).
  • Lead advocacy and regulatory engagement across a four-state footprint (CA, IL, MI, NJ); represent UHP to state agencies, legislators, and coalitions.
  • Manage and coordinate external consultants and vendors supporting state advocacy, regulatory analysis, and program implementation.
  • Oversee program operations for state-level pilots/grants and ensure alignment with federal strategy and consultants.
  • Draft policy briefs, testimony, regulatory comments, and high-level guidance for internal and external stakeholders.
  • Build and maintain stakeholder networks (state health agencies, CHCs, payors, provider groups, legislators).
  • Track state legislative and regulatory developments; provide timely analysis and recommendations.
  • Support senior leadership with briefings, strategy sessions, and decision-making materials.
Requirements
  • BA required; MA/MPP/MPH or JD preferred.
  • 10+ years’ experience in healthcare policy, government affairs, or related roles (state-level experience strongly preferred).
  • Proven experience in lobbying and regulatory engagement; coalition building and stakeholder management.
  • Experience managing external consultants and multi-state initiatives.
  • Strong written and verbal communication, strategic thinking, and project management skills.
  • Familiarity with CMS, Medicaid policy, and health program funding preferred.

Other

  • May require state lobbyist registration where applicable.
  • KPIs (high-level): advance state policy objectives; establish/expand stakeholder networks; enable program implementation and funding opportunities.
Salary Description
$150,000 - $175,000
